1. Attached you will find a very brief report prepared by our
Mro and a copy of the request for the project submitted
by Mr. of DD/P Admin.
2. This project is being sent to you for review prior to re-
lease for the following reasons:
a. I believe it would be desirable for Mr. and
Mro to get together for discussions before re-
lease.
b. Your responsibilities as De ut comptroller assume
an interest in the content of M r. memorandum. 25X1A9a
c. It is my personal opinion that the Management Im-
provement Staff should not have undertaken this project.,
particularly inasmuch as we have the Technical Accounting
Staff for this purpose.
