SUBJECT: Saturday Duty Call
25X1A9a 1. MMir. 2alled 12:10 for Mr. _, with whom
he discussed previous cases of a similar nature, regarding the
approximate time required to secure the proper approvals for a
grant of special funds for a sensitive project on which accountings
would not be required. The project involved was said to have been
approved by OCB and the pertinent papers for the file are being
assembled. A memo for the signature of the DCI to be sent to the
Comptroller approving this project is being prepared. It was stated
25X1A9a that Mr. - DD/P had discussed this and three other projects
of a similar nature with someone in the Comptroller's Office.
2. The field has requested. Headquarters NEA Division to
25X1A9a transfer the funds. Mr.- was interested in finding the
approximate date the project would be officially approved so that
he could cable the field when the funds could be transferred.
3. He felt sure the project would be approved and wondered
whether he could advise the field to go ahead without waiting for
approval. He was advised that was not proper and he would do well
to wait until the DCI approved the project before authorizing the
field to pass the funds.
