1. As you know, the Finance Division and this Staff for *am time:
have been considering certain modifications of reference pro asr.las . You
may recall in this connection that I obtained your concurrence oral l y
several weeks ago to a discontinuance of the present segregation of
accounts peblse between amounts due to eomamereial vendors and to other
Government agencies.
2. In order to develop a reasonable basis for fixaaing specifics
of some procedural details of proposals which are being devw 3 d for your
approval, plans have been made to perform s enal yetis of the. present
accounts. As an initial step in performing these anal seas, it is pro-
posed to combine accounts 303.2 - "Accounts Payable - Property Procured
at Headquarters from Other U.S. Government Agencies" and 3)3.3 - "Accounts
Payable - Property Procured at Headquarters from Commercial Vendors".
3. In order to avoid a requirement for again separating the accounts
after these analyses are performed, your formal approval to combine the
accounts as account 303.3 - "Accounts Payable - Property Procured at Head-
quarters" as of 1 April 1963 is requested. The Chart and Description of
Accounts for the Finance Division vii]. be amended to include this merger
of accounts at the time of the next revision thereof.
4. For your inforssaation, there is attached a copy of a ' reendum
for the Record" on this subject which was written at the time your oral
concurrence vas obtained. This randum represents current thinking

except that we plan to eliminate the distinctive coding mentioned in pam
graph 5 inasmuch as it has been determined that such coding would not pro
vide for cot lete reidentification of all detail as between co rrcibl
vendors and other Government agencies. on this basis the Office of
Logistics will be permitted to einespl.ify its coding on receiving reports
between cossercial vendors and. Government. There also is attached
for your signature a ssewrandum to Chief, Automatic Data Process"
Division which provides for discontinuance and revision of trans action-
ana7 ysi.s codes required to Implement this change in procedure.
