SUBJECT: Report,on Trip by Auditor-in-Chief
1. The Auditor-in-Chief's report has been reviewed, but without
the benefit of comment by the Budget analysts assigned to the DD/P
area.
2. In general, it is felt that the report has little reference
to budgetary techniques and principles but rather to the detailed
implementation of operating programs after funds have been allocated.
However, the report does carry comments and recommendations in gen-
eral terms that could affect budgetary control over the funds avail-
able to the Agency. It is believed that more specific statements
should be included concerning the allocation of funds by operations
andfects. The point involved is included in the paragraph num-
bered 1 of the items requiring prompt action from headquarters,
carried under section III of the report.
3. Concerning the first recommendation, the Budget Division
desires to be included in any study involving the allocation and
control of funds to projects.
