0900-1015 I. The NIS and the Concept of Basic Intelligence
What should be the role of the NIS in the entire
basic intelligence field?
A. Is there a continuing requirement for
a structured interagency program of coordinated,
authoritative, and reliable basic intelligence
to be on hand for time of need? Is the postwar
concept of contingency intelligence still valid?
B. Have NIS Program efforts in recent years
to strike a balance between production resources
available to the NIS and identifiable user re-
quirements been consistent with the basic NIS
concept?
C. What is the NIS fundamentally expected
to accomplish? What is the relative role of this
Program within the whole Intelligence Community
support of national security?

A. How might we gain more precise knowledge
of the NIS user and how and for what purpose the

more effective in evaluating the need for various
components of the NIS?

A. Are the basic charges to the DCI and to
CIA for the NIS and other basic intelligence still
valid in the light of today's requirements?
B. What coordination is feasible and desir-
able and how best can it be achieved?

stronger measures be taken to eliminate unnecessary
duplication in basic intelligence production?
D. What is the proper role of the NIS
Committee? Are changes in its function, member-
ship, or operation indicated?

technology for basic intelligence? Is the NIS
taking proper advantage of computer advances?
B. Are we satisfied with EPIC? Do the
advantages to OBGI, PSD, and the contributor
outweigh the disadvantages? What changes would
improve the balance?
