The NIS and the Concept of Basic Intelligence What should be the role of the NIS in the entire basic intelligence field? A. Is there a continuing requirement for a structured interagency program of coordinated, authoritative, and reliable basic intelligence to be on hand for time of need? Is the postwar concept of contingency intelligence still valid? B. Have NIS Program efforts in recent years to strike a balance between production resources available to the NIS and identifiable user re- quirements been consistent with the basic NIS concept? C. In view of limited resources, should stronger measures be taken to eliminate unnecessary duplication in basic intelligence production? D. What is the proper role of the NIS Committee?
