The major objective of the NIS Committee in FY 72, that of restructuring the NIS Program, was realized with the concurrence of USIB to the proposed modifications (USIB-D-51. 1/20 and USIB-M- 621). The changes were designed to retain the essential ingredients for a basic intelligence program while recognizing the limitations imposed by the reduced resources available to the contributors. A compact, yet effective program has been achieved by phasing out production of the detailed topical sections and concentrating on selec- tively expanded General Surveys and the Basic Intelligence Factbook. PROGRAM IMPLEMENTATION DURING FY 72 2. General Surveys -- With the addition of two new areas, General Survey coverage reached an all-time high of 122 countries. Twenty-seven Surveys were issued, comprising 224 separate contri- butions. 3. One Survey in particular made its mark -- the timely issuance of the General Survey on the People's Republic of China. The study was expedited to permit its use by planners of President Nixon's trip to China. 4. Modification of content of the Surveys continued during the year. Of special note is the addition of a subsection on internal security to the Government and Politics chapters comprising sub- version, insurgency, and the security services. By agreement, the veterinary medicine coverage in the Science chapters was discontinued. 5. Basic Intelligence Factbook -- Semiannual editions of the Factbook were issued in both classified and unclassified versions. Several new items were added to the Factbook coverage -- coastline lengths, economic data on the fishing industry, and membership in the UN Seabeds Committee -- reflecting increasing interest in law of the sea. 7. Detailed sections -- During FY 72, 61 detailed sections, plus 29 port sheets, 27 urban area studies, and 5 meteorological supplements were issued. OUTLOOK FOR FY 73 8. The bound-by-chapter format for the General Surveys was implemented in the latter part of FY 72, and the first of the new Surveys will be disseminated early in FY 73. A major advantage to the new format will be the ability to update selectively the more perishable topics. Also, the new format permits dissemination by individual chapter to readers interested in a single topic. A smaller page size should provide a more convenient package. Conversion to the new format is not yet complete, and a few Surveys published during FY 73 will be issued in the single-volume format. 9. A new feature of the General Surveys will be the Country Profile chapter. Conceptually, the Profile will be a concise synthesis of those forces which bear on a country's posture. 10. A few detailed sections that were in process will be published in FY 73 during the interim period prior to their final phaseout. DIA contributors are studying ways in which some of the broadly useful coverage from the detailed sections can be incorporated into future General Surveys. COMMITTEE MEMBERSHIP CHANGES 11. The following changes took place in the membership of the NIS Committee during FY 72: a. LCDR Frederick W. Levin was designated Alternate Navy Member, vice LCDR Ralph L. Huggins was designated DIA Member, effective 22 October 1971, due to the death of Mr. Stephen L. Nickelsburg. c. Capt. Donald L. Gurney was designated Air Force Alternate Member, vice Capt. Harold C. Whitcomb, effective 15 November 1971. d. Mr. Charles E. Olson replaced Mr. James L. Huggins as DIA Member, effective 7 February 1972. e. Secretary, vice 22 February 197P. was designated Executive effective f. LCDR Frederick W. Levin was designated Navy Member upon retirement of Mr. Leigh Fleming, effective 8 June 1972. g. Mr. Victor A. Mack was designated the Treasury Member, effective 28 June 1972. CONTRIBUTING A GENCIES 12. CIA and DIA continued to be the major contributors to the NIS Program. They shared responsibility for the General Surveys about equally, but DIA was the primary contributor of the detailed sections during the year. Other DoD producers were the Naval Oceanographic Office and the Naval Intelligence Command, who sub- mitted sections on Oceanography and Merchant Marine, respectively. The two contract producers in the Department of Commerce -- Bureau of Domestic Commerce and Bureau of Economic Analysis -- contributed the Manufacturing and Construction and the Social Charac- teristics sections. The Department of State provided important advisory support by departmental and field reviews of the sociological, political, economic, and science sections. In addition to the 277 sections received, DIA submitted 39 port sheets, 20 urban area sheets, and 3 meteorological organization supplements. 15. The NIS Committee authorized removal from the active inventory 327 published NIS units that were considered out-of-date. The current inventory of available NIS volumes is 2, 081. NIS DISSEMINATION 16. Programmed dissemination of the NIS was approximately 38, 050 copies. In addition, an estimated 12, 000 copies were dissemi- nated as a result of supplemental requests to meet specific user requirements. Several domestic requests are of interest. The Bureau of Narcotics and Dangerous Drugs was placed on automatic distribution for General Surveys. The Department of Commerce's Office of International Trade Promotion was granted dissemination of all NIS except Intelligence and Security. The Vice President, Planning and Research, Export-Import Bank was added to the list of 16 bureau directors, assistants, and secretaries in the Departments of Agri- culture, Interior, Treasury, and Commerce who receive the economic reprints of the General Surveys. The mining of North Vietnam's ports initiated special requests for NIS sections of that area, most voluminous of which was a request from the Navy Oceanographic Office for 27 copies of several sections. COST ESTIMA TE 19. DoD estimates the FY 72 cost of its contribution to the NIS Program at approximately $2, 138, 000.
