1. Attached is a draft memo on the NIS Program prepared in
response to the DDI memo to me, same subject, dated 6 April 1973.

3. I am preparing my own recommendation a-ad will circulate

ties will combines (a) maintaining a nitlosal program: (b) a significant
redaction in coverage; (c) centralising non-DoD production to OBGI:
and (d) making greater use of external contracts. It will reduce DDI
resource allocations significantly.
