MEMORANDUM FOR THE P ECOR-D

SUBJECT: Discussion with Mr. Wallace p . !,ampshire
regarding Conference on Guerilla. Warfare Requirements
REFERENCE: Army Ndtification of Conferences to be held at Ft. Bragg, N. C.
on Organization for Guerilla Warfare, and Agenda for that Conf.
1. Mr. r.arr shire infor':^eii me that the referenced document makes
provision for a high level conference which might result in proposals which
would involve the NIS Program The agenda of this conference provides for
the establishment of a number of panels for discussion of Guerilla Warfare
problems, and one of these panels would deal with the intelligence support
required for Guerilla Warfare "it=erations. it is inr=ie ted that the NIS will
be discussed as a mcdiui-r. for providing the basic intelligence required for
these operations.
2. ^r. Lampshire said that both he and were concerned
whether the members of this particular panel had enough knowledge of the
NIS Program to discuss it intelligently, particularly as to what it might
provide in the way of intelligence support. The net result of my discussion
with Mr. ?..ampshire on this matter was agreement that 1) the NIS very
probably already provides as much basic intelligence support for these
operations as would be feasible under NIS concept-3; 2) any requirements
beyond those already fulfilled by NIS are undoubtedly of an operational
character that could and should be fulfilled by Army as departmental
intelligence: and 3) that the depth of detail required for Guerilla Warfare
operations would be far greater than would be appropriate for presentation
in the NIS.
3. I pointed out to Mr. Lampshire that any change in the NIS ~z)utline
Guides to provide additional coverage to meet Guerilla Warfare requirements
would require approval of the Inter-agency NIS Committee; and further, that
any expansion of treatment would place additional production responsibilities
upon one or more of the agencies. This would require increase in capabilities
in producing agencies which raises the question of who would pick up the tab
to cover the costs involved.
4. Mr;.,..Lap pshire said that a number of CiA people would be attending
this conference but that it had not yet been decided whether either he or
should be present. He said that would be the 25X1
CIA member of the panel on which the NIS a scussed. He said that
he didn't know whether was well enough informed on the NIS Program 25X1
