XC4MANM OF DISCUSSI(X: 3.1 January 1955 SUBJ3CTt Allocations of Responsibility for Section 45 (Health and Sanitation) 25X1A9A Purposes Meeting was called to discuss the allocation No N= Y, 'At' %:_; 25X1A9A of responsibilities for subsections of Section 45, as set forth in memorandum dated 6 January 25X1 A9A 1955 to me from Executives OSI. The attachment to this ssemorardum sets forth the proposed subsection allocation of responsi- bilities as agreed to by f OSI 25X1 A9A and Dr. Seltser of SGO as a basis for reaching final agreement on this matter. 1. I discussed certain objectives respecting these allocations as follows (reference is to paragraphing in the attachment to memo- randum): Paragraph 33. la -- Section 23 should suffice as Air Force contribution. Paragraph B. lb Section 24 should suffice for Engineers' contribution. Paragraph B, 2 -- Chapter IV should suffice in general --- no formalized agreement needed in this instance. Paragraph B. 3 -- Public Health would appear to be better suited than Agriculture to supply this information. 0BI will explore both agencies. Paragraph 33, 4 - Section 61 should suffice for requirements from Agriculture. In azy event, since this type of data is supplied by Agriculture under agreement with CIA for Section 61 no formal agreement is needeed* Paragraph B. 5 -- Section 24 should supply all needed infor- ragraph C. la- Should be done by SGO rather than 05I, will have this re-examined with SGO for possible change or oca on, Paragraph C. 2 --- Veterinary Branch of SGO appears more suitable than Agriculture to do this Section. 11 investi- gate matter. 25X1A9A Approved For Release 2003/05/14: CIA-RDP78-05597A000200040157-8 Approved For Release 2003/05/14: CIA-RDP78-05597A000200040157-8 25X1A9A 2, The following planned agreement was reached: ge will *xplore all questions raised in proceeding paragra s ania in touch with as as soon as matters have been clarified. At this subsequent meeting he will bring along to discuss the definitive requirements such as production, schedules substan- tive aspects, etc. Concurrently will brief on what has taken place. The latter will discuss with Bureau o e Budget their views respecting this allocation and the additional funds required. Also, take up with Amory the matters dis- cussed this Eg get agency policy clearance for going ahead along present lines. 3, Once all matters in proceeding paragraphs have been coupled, I will propose allocations of Section 45 to the NIS Committee. Upon approval, I will then prepare a statement for the DCI, together with a draft of replies to the last memorandum from G-2, setting forth the allocations as agreed to and proposing a date,, possibly the end of fiscal year 1955, as the time for new allocations to be implemented. 4. Our general discussion this morning lead to the belief that this matter did not need to be brought before the Pro seat Review Board since OBI already has the requisite funds in their current appropriations,, and the slotting of three ess onals and one clerical as augmentation to OSI Medical Intelligence Staff.
