3. Mr. Pelcovits indicated that, while the External Research Staff
was not fully satisfied with the type of information they were getting from
ICA, he felt that in general terms they were covering most of the foreign
area activities of ICA which resulted in tangible reports of use to NIS
contributors. Examination was made of a number of the items contained

sufficient information therein to satisfy the broad problem from an
