SUBJECT: Preliminary Section 83, NIS 14, October 1956 -
second sentence, first paragraph, of Preface
1. Subject document was brought to my attention on 7 May 1957
by my Special Assistant. Ten copies were received in OCR, all of
which were forwarded to OBI at SA's request. The document represents
the first issue on an interim basis of preliminary drafts in lieu of AIS
in accordance with agreement reached with Air Force representatives.
2. The second sentence is objectionable in that it implies the
reason for delays lies with OBI procedures.
3. This matter was discussed by telephone with Col. Carnes
on 8 May. After some discussion between him and it 25X1A9a
was agreed that subsequent issues of the preliminary drafts in this
form would omit the second sentence of the first paragraph of the
Preface, leaving the remainder of the pages as presently written.
4. Attention is invited to the provisions of the basic agreement
with the Air Forces which will terminate the issuance of these pre-
liminary drafts as soon as Air Force's improvement in quality of
their contributions permits accelerated publication and dissemination
of the regular NIS.
