1. In reply to your memorandum of 29 January 1958 on
above subject. I am happy to advise that in the past six years 081
has had only one resignation in the grade range G-11 through
CS-15, and that resignation was in the interest of the Agency.
Our only other losses of experienced personnel during that period
have resulted from transfers to other components of the Agency,
mostly to the training program.
2. The problem you have outlined has not, therefore,
been a matter of concern to OW thus far, nor do I have knowled
of any outside employers presently attempting to recruit CIA.
employees on a systematic basis. It is ray earnest hope that
we will not be faced with this problem as the nature of our work
is such that the experience factor in our staff is especially
important.
