SEC Forecast of Chapter VII Production

I talked to the Executive Secretary of the SEC,
today and raised the question of a 7-year interval in maintenance
revision of Chapter VII on NIS 26 as they are proposing. I pointed
out that Chapter VII on NIS 26 is now scheduled for FY 1961,
whereas Communist China whose scientific effort is somewhat
in a state of flux is scheduled for FY 1960
On the basis of scientific developments in Russia from
cut-off date of the present Chapter VII in 1954 to the present,
it seems highly desirable to undertake maintenance of this chapter
earlier than 1961. It was suggested that 26 (VII) be scheduled
in FY 1960, replacing VII (39A) , which would then be scheduled
for FY 1961.
He said that the SEC would meet on 17 April and he would
put this suggestion on the agenda. He said he saw no reason why
the suggested substitution could not be made and predicted that
the answer would be in the affirmative.
