It was explained to Public Health Service staff that: a. They could not undertake additional portions of Section 45 presently assigned to Army without the concurrence of Army, 25X1A9a and this matter would be looked into by with a view to suggesting that Army give fiscal support to PISS for those portions of Army's Section 45 commitments which PHS could appropriately do; that is, all portions of Army's responsibilities except for military organizations. b. They will be assigned only four areas for FY 1959 and FY 1960 with the plan to expand their commitment to eight areas in FY 1961, with a larger staff approximating that indicated in reference (b) for FY 1960. c. We cannot permit them to use our drafts directly for their own purpose because of security requirements; however, we agreed they could use the unclassified files and field observa- tions developed for NIS contributions for their own purposes. This explanation was entirely satisfactory to the PM people who agreed to this restriction on NIS drafts. 4. It was my impression that PBS staff was desirous of continuing on NIS work and that with the augmentation envisioned that they could do a first-class job on NIS contributions, particularly in view of the travel by PHS people in the areas on which they were writing to focus recent information. It might be added that the reason for the augmentation from the previous four-man staff to the present five is because part of their staff had previously been paid by ICA funds which are no longer available for this purpose.
