State Requests for Additional Printed NIS
1. Attached is a copy of recorded action on a recent
State request for one copy each of various NIS elements.
While not all State requests have been limited to one copy of
each NIS element involved, apparently a majority of the State
requests have been in terms of one copy.
Z. Such one-copy requests might reflect a copy-by-copy
replacement of State inventory, and therefore could be made
somewhat justifiable from a State point of view although still
placing quite a bookkeeping and other burden on the CIA dis-
seminating people. Such requests might also reflect somewhat
urgent user interest in a given topic, although in that case it
would appear that the State mechanism itself should be more
expeditious. It might also be possible, however, that the
pertinent State people are essentially shifting their burden of
filling such a request to our OCR and Records Center offices.
3. This memo itself can stop with you, but I believe
it might be productive if you would ask the State dissenxxiaating
people about the origin of the requests in the attached, why they
were not filled from State stocks, and any related information.
I will be interested in what develops.
