MEMORANDUM FOR THE RECORD
SUBJECT: Presentation of NIS Commendations
REFERENCE: Telecon 21 July
Mr. Amory expressed reluctance to approach the Director
in terms of my 10 June 1959 proposal because of the heavy burden
the Intelligence Board is faced with these days and their general
reluctance to be diverted by any secondary consideration such as
NIS Commendations ceremony. Also, the number of recipients
this year is greater than anticipated, I. e. , twenty, which with
others who would appropriately be invited would overflow the
Director's conference room. As a result he and I reached
agreement to hold the award presentations before departmental
audiences as was done last year, and he agreed to participate in
the award ceremonies. I told him this would be agreeable to the
Committee members, and that I would work out arrangements
by the time he returns from his leave on or about 11 August.
