Palmyra Island, Kingman Reef, Johnston Island, Sand Island,
Midway Islands
1. Recent decision of the NIS Committee (refer Item 5 NCM 286)
to discontinue NIS production an NIS 98 (Hawaiian Islands) poses
a question as to disposition of the subject islands. They are part
of the MIS Area but are not included in the Hawaiian Statehood Act.
2. Since Palmyra Island and Kingman Reeef are essentially a
continuation of the Line Islands Included in NIS 103, it seems
advisable to include them in this area.
3. Johnston Island, Sand Island, and the Midway Islands,
however, are situated between the new State of Hawaii and the
U. S. Trust Territory (NIS 101) to the west, and it would seem
preferable in view of their location to include these three islands
in that area.
4. I would appreciate your informal views on this matter
before proposing it formally to the INS Committee.
