Release of Intelligence to contractors of USIS Organisations
USIB-D-39.5/2 dated 10 November 1959
Pursuant to the subject matter having been incidentally raised
at NIS Committee Meeting No. 306 held on 23 February 1960 - Item 10 -
by Berney, Dan Clinton today reported on results of his inquiry of the
State member of CODIB. The latter confirmed what Clinton had said at
the meeting, i.e., that it was State's specific intention to insure that no
other agency release State-produced materials to contractors without
obtaining State release. It was stated that this position was by no means
the result of attitude in the NIS area in State, but was a quite broad
Department attitude. It was the State member's view that if Air Force
felt the subject directive was ambiguous or not clear enough, this should
be the subject of request to CODIB for revision or formal interpretation.
Agreeing that this was not an appropriate topic for an NIS
Committee meeting, Clinton would also notify Berney and again assure
Berney of, as heretofore, expedited response to any Air Force specific
request for clearance of State material.
