A meeting was held on 2 June 1961 at 1100 in Mr. Robert Simpson's office, Room 3858, Main Commerce Bldg., 15th & Constitution Ave. , N. W. The following were present: 25X1 Aj Mr. Mr. Mr. Mr. Mr. Robert Simpson, Director of the Office of Economic Affairs Bureau of Foreign Commerce Siegel Office of Economic Affairs Kearns-Preston " it Rubin Beshers Business and Defense Services Administration Myers Census Bureau Assistant Director for Basic intelligence /CIA 2. Mr. Simpson outlined the general considerations which had resulted in this meeting, and I gave the group a thumbnail description of the NIS program and the particular reasons why the Director of Central Intelligence desired to have other departments who had similar kinds of work to participate in the program itself. I left with them a copy of the HIS Standard Instructions and the following NIS sections: Section 41 on HIS 8 (Portugal) and on NIS 19 (Hungary); Section 64 on NIS 13B (West Germany) and on NIS 85 (Colombia); and Section 65 on NIS 99 (Philippines). 3. Questions were asked by various representatives respecting method of funding, permanence of the staffs to be set up, and support of intelligence materials relating to the production requirements. It was agreed that the materials I left with them would be studied, and that proposals relative to assuming these responsibilities and the estimated costs of supporting these staffs would be developed and become the occasion for working level meetings leading to the assignment of the aforementioned production responsibilities.
