Now that the business of transferring the 5 is winding up.
I think we should get to work at once on arrangements for carrying
future role as it was outlined in the enclosure with your
note of 2l March 1961 to the Director.
it seems essential that the State member of the 18 Pbrmaae
Coxnndt tee bear responsibility for supervising all the various
functions, and serve as the focal point for all interagency
activities involving State, of which there will be ae -taay.
Amdyots of all the 1O contributi agencies will be con-
sultiag INA files, requests for information from field posts will
seed through State, and section drafts must be transmitted
-sts for review and comment. Than, too, it I. I port oait that
appropriate I$R regional officers and State des* of#icesrs look over
the section drafts to make sure that the Departan.nt`s Views are
made known.
All of this will involve much paperhandliag, movement of
cene~tralisat of respons-
ty ***%u s essential. I think we should act at once on this, so
that there will be am overlap with Dan Clinton, who is siring off
early in Deocember. and his successor.
