In conference yesterday (in Room 1T 1610 at 0945 hours on invitation from O/TR)wtth assorted ox-MIIA personnel. I spent some 45 minutes explaining the NIS Program in general and thou discussed with them their contributions to the NIS Sections 17, 45. 76. Z5, and 64H. 2. Their area competence is divided among three desks: Nick Yanowsky has the Eastern area, which includes all of Asia and Africa; Norman Bottom (his chief is a Miss McDonald) has the Western area which includes Europe. North America north of the Rio Grande. and the Far cast; L. A. Kriebel has Latin America. 3. They said they normally received In May the Section 45 schedule for the following fiscal year and would like to have it earlier. Bottom said Minogue had fouled up the agreement reached last July between Dr. Thibodeaux. VILA. and ACSI. I suggested that I could explore the possibility of sending an information memo to their chief in DIA explaining the agreement we had been working with. They thought this an excellent idea and said it should be addressed to: Director. Plans/ Program*, Production Center, D3IA - attention: USN. 25X1A9a I said I would consult Minogue's office rot. 4. Their mention of the Public Health Service unit in HEW, the major producer of Section 45, brought up the possibility of a Joint conference between ,x-MIIA personnel and John. Clay. By telephone this morning I asked Dr. Aldrich what he thought of this. Perhaps some duplication in information requests might thereby be reduced. He said he was reluctant to further disperse John Clay's time and effort unless obvious worthwhile results could be expected. He said he would discuss 25X1 A9a it with Mr. Clay. ~ further said that Dr. his deputy, 25X1 A9a (Ext 7513) was the man with whom I should discuss o n 45 scheduling.
