1. In reference (a) you requested effort to have DIA assume the D/GC
responsibility for the proofing of NIS Maps by not later than 1 January 1965.
As we had indicated previously in references (b) and (c), DIA did not agree
to assume this responsibility, and in May 1963 said only that it would be
some six months before they would be in a position to consider this matter.
DIA now informs us that it could not consider assuming this responsibility
at this time because of lack of in-house capabilities and present infeasibility
of contract arrangements.
2. In references (b) and (c), OBI had agreed to take over from D/GC
the responsibility for providing all NIS graph/chart support to ORR and OSI,
constructing all cover maps, providing final review and processing NIS maps
utilizing the NIS Standard Base Map, and producing some of the less complex
cartographic items that otherwise would be produced by D/GC. This transfer
was accomplished over a year ago with the understanding that D/GC would
continue to assume colorproofing responsibilities pending alternative Defense
arrangement.
3. T/O reduction makes it difficult for OBI to assume any additional
responsibilities of a cartographic nature. However, in the interest of
processing the NIS on a timely basis, and in the anticipation that this and
previous transfers will assist D/GC in continuingits important contribution
to the NIS Program, OBI will undertake the necessary adjustments and at
this time assume the subject responsibility.

SUBJECT: Proofing NIS maps (Chapter II)
1. During the summer of 1962, DIA agreed to assume
responsibility by 1 January 1963 for providing proof copies
of DOD's map contributions to the NIS. To date in calendar
year 1964, this has involved the processing of 146 maps.
In spite of several inquiries since that time, no action
has been taken to transfer this responsibility from D/GC.
2. In the same period, D/GC has been assigned additional
work on the NIS program. The time required to handle these
proofing operations cuts directly into the Summary Map Schedule.
3. It is requested that OBI again contact DIA in respect
to this problem and effect a transfer of this function from
D/GC by no later than 1 January 1965.
