The State member suggested certain amendments to its proposed revision of the Outline Guide for Section 42, NIS Chapter IV (Sociological) which, after discussion, were approved by the Committee. The proposed revision of the Outline Guide for Section 43 was approved vithout change by the Committeef. The approved drafts of Section 42, as amended, and Section 43 will be incorporated into the revised Outline G aide for Chapter IV. 3. The Army9s proposal for revision of the Outline Guide for Chapter II (Military Geography), involving the incorporation of Airborne Landing Sites, was discussed at ac length by the Committee. Lieut. Duncan set forth Ar yts requirements for this type of intelligence. The Committee agreed that this intelligence was needed and that the NIS was the proper x d1um for presenting the high,l vel requirements for this intelligence. It was the consensus of the Committee that the intelligence on Airborne Landing Sites should be confined to the new Section 26 rather than also being treated generally in the other sections of Chapter II, with proper guidance to the usor being obtained by cross reference indicators. The Committee suggested severel. methods of organizing Section 26 to avoid excessive duplication of treaatt nt. The Arn momber agreed to reexamine Section 26 in the it of the Comrrd,ttee's duggebtions and to submit an amended draft at the next meeting. 4. The Chairm n reported that proposals of the Committee respecting changes in the "? location of producction. x esponsi bia iites for Sections 71-75 had been referred to the SIC by the Chapter VII Coordinator, and that the #TIS Committee mould be notified as soon as the SIC had taken actions. 5, A study of production credit methods disclosed the infeasibility of developing a satisfactory method for determining the relative weight of each agency's contribution to the NIS Program. ;While the present 94 Approved For Release 1999/09/01 CIA-RDP78-05597A000400020008-3 Approved Fio Release 1999/09/01 : CIA-RDP7-05597A000400020008-3 method of suction credit is thet simple, it does not include such factors as subsection contributions, disparity in size and difficulty of production between sections, and coordination and review effort. It was thorefore the Committee's opinion that each agency should apply these factors in relation to its particular situation when estimating its production effort in support of budgetary and other departmental requirements. The Committee agreed that the fundamental NIS production criterion should be the degree to which each agency fulfills its production. commitments. 6. The Chairman distributed copies of the Revised List of NIS Areas and requested the members to submit comments at the next meeting. 7. A brief report on January production was made by the Chairman. Ha indicated that while the overdue sections had been rescheduled under the revised production schedule which became effective on 1 January 1951, the agencies had met only 30% of scheduled requirements for January.. State produced 14 sections in January which was roughly 70% of scheduled requirements. The large number of new sections started by the Armed Force Agencies during the past two months indicates that increased production capabilities are being applied although it will probably be several months before there will be an appreciable increase in finished contributions. 8.
