The draft of the memorandum which the GhairAan proposes to send to the DCI to inform him of the views of the Coi nitte a regarding the NIS produation program was discussed. It was agreed that the acceleration of production pro- posed therein ia'feasible provided the program is given strong support at the IAC level. Agreement was reached on a final draft of the memorandum and the Chairman undertook to have it prepared and submitted to the BCI in time for_ consideration at the IAG resting scheduled for.1 Febru 7 1951, if so-desird by the DCI. Copies of the memorandum rill be furnished to the NIS Committee members for submission to their respective Directors of Intelligence with covering memoranda setting forth the situations in their own agencies with respect to the proposed increase of NIS production. All members stated that they were prepared to submit sw3h covering memoranda and stated further that they would submit them in advance of the scheduled February 1st meting of the IAC, so that each IAC member will have the facts on the NIS situation in his own agency when the matter is brought up for discussion. Th?a Chairman will notify the members when the NIS proposals are placed on the IAC agenda. 3. Army comments on the revised Standard Instructions for NIS Chapter II were reported to be in final phases of coordination and it was expected that these cam nt9 would be submitted to the Cc nittee at the next meeting or, at the latest, at the following. ling. 4. The State proposal for transferring certain islands to NIS areas other than those to which they are presently assigned was discussed and the following decisions were reached: a. The islands of Sogotra, Abd al-Nuri, and the Brothers we to remain in NIS 55 (Ethiopia, Eritrea, and the British, lynch, axed Italian Somaliland). It tiara agreed, therefore, that State should cover these islaths in its treatment of Chapter IV (Sociological), Chapter V (Political), and Chapter VI (Economic), for NIS 32 and make appropriate mention of this treatment in the corresponding chapters of HIS 55. The proposed ISIS Chapter VII production schedule for FY 1952 was con- sidered. With regard to the question raised at the last meeting as to CIA producing the final drafts of Sections 70 to 76, the Chairman reported that he had been informed by the Chapter VII Coordinator that the proporsal.s as ' peresent]y ,worded had been approved by the SIC, on which all agencies have representation, and that no exception had been taken to the point in question. Action was deferred tantil next mooting at the request of the Asst camber. 7. The Army member inquired as to progress being made on the procurement: of back tabs for NIS voles which was discussed at the 28 November meeting (NIS Cc m ttee Meeting No. 84). The Chairman advised that the cost of there back tabs was found to be prohibitive and that CIA would not, therefore, attempt to supply them for all the volume covers which had been issued. He stated that CIA could obtain a limited number of these back tabs for use in the Inte3genoe Divisions of the IA~C Agencies, and members were requested to report t requirements at the next meeting. 8. Copies of an instruction Bhee" captioned "Explanation of Piling Saheas for NIS Studies'* were distributed to the members with notification that addi- tional copies would be furnished upon quest. 9.
