Nutt Navy Major Rush Air Force CIA CIA (Chairman) 2; The Chairman announced that in view or the gravity of the world atua- tion he considered it obligatory on the Committee at this time to reexamine all aspects of the MS Program with the objective of informing the DCI and the Chiefs of the Intelligence Agencies. It was pointed out that at the present scheduled rate of prOduntion? which is 8 NIS per year, it would take until 1957 to complete the NIS on the high priority areas of the world. Originally thie portion of the program was scheduled for completion in 1952 on a planned pro-. duction of 15 EIS per year. The present production objective of 8 NIS per year appeared possible of accomplishment until the start of the Noreen conflict When diversions of production capabilities in the Service Agencies to meet opera- tional requirements brought about a serious drop in NIS production. Actions were initiated in these agencies designed to restore production on an 8 NIS per year level. However, in view of the critical international situation there is serious question that the production of 8 NIS per year is realistic. A heavy demand in the agencies since the start of the present emergency, which inclueed approximately 470 specific requests in Navy, further emphesiees the need for the NIS. It appears probable, therefore that actual requirements at this time may call for an expansion of the NIS production prograp to a degree that will eneure completion of NIS for the critical high priority areas in the next two fiscal years. In general terms this would mean the completion of NIS on exact 45 areas and placing them on a maintenance bests by the end of fiscal year 1953. The acceleration of NIB production to meet requirements in the current aituatiot is a matter for decision at higher policy levels. In order that there may be a sound basis for reaching a decision, it will be necessary for the NIS Careittes to present all facts bearing on the problem. The Chairman stated that he would eutmit a special report on the NIS to the DCI shortly after 1 January 2951, and would include therein such recommendations ee uere appropriate. He asked that each member examine this problem in his Own agency, particularly as to What would be required to goer the NIS Program realistically to the world situation. It vat also requested that mothers give consideration to sending -their reports on this matter to their own Chiefa of Intelligence at the mama time as the Chairman sUbmits his report to the DCI so that eadh IAC member would be fully informed of the NIS situation in his own agency should the matter be taken up On the Intelligence Advisory Committee. 3e The proposed revition of the FY 2951 Production Schedule was presented for consideration.- It was pointed out that a further adjustment would be necessary in connection with Supplement IT, Whidh the Chairman undertook to vork out with the Department of the Interior. Members were also Informed of a number of'sectiona in process of revision in the Agencies which had not been rescheduled in the proposed,reition of the Fr 1951 schedule. Members agreed to check on these sections and to notify D/Ba of those sections which &mild be included in this sehedule. Subject to adjustment of the foregoing mattere the revised IT 1951 Production Schedule wee approved. In conneotion with tad sections in process of revigion which had not been rescheduled, the Army member stated that he had not been notified that these sections had been returned and conesquently had no knowledge of their being bock in his agency. It was agreed that hereafter, the Committee members would be notified whenever 'sections were returned for revision. . 5.
