2. The revised NIS Memorandum No, 11, Subject: Classification of NIS,
which was distributee for study at the last meeting, was discussed and approved.

5, The Committee considered the draft of Chapter VII Outline and. Outlive
Guide Which had been submitted by the Chapter VII Coordinator (OSI) at the
last Meeting. A number of minor changes were approved, and Section 72 was
consolidated into a single section in lieu ef the proposed five parts. The
proposed organization for the production Of Chapter VII was approved With ihe
stipulation that specific committees Should be indicated by the SIC in those
Instances where ad hoc committees were named.
The proposed production schedule for FY 1951 was approved, with the
understanding that as soon as practicable the Chapter Coordinator will notify
the ris Committee of Precise deadlines for. the revision of Chapter VII, NIS 260
and that fixture production schedules for Chapter VII will be submitted in
accordance with established NIS policies (i.e. definite commitments including
areas and deadlines). It was noted by the ComMittee that the approval of the
proposed FY 1951 schedule for Chapter VII eaneele all elcisting schedules for
that chapter.
The Chairman undertook to inform the Chapter VII Coordinator of the
above mentioned actions of the NIS Committee.

6. The Air Peres member reported that his agency approves the proposed,
revision of the "Allocations of Production Responsibility for the Preparatiple
of NIS". Stets, Army and Navy approved at the last meeting, This revisiole
will be published and dissaminated when pending Chapter VII allocations hava
been confirmed.
7. The Chairman announced that Army was undertsicingea survey with a
view to ascertaining the value of the NIS to the users. He stated that he
was bringing it to the attention of the other nembers with the thought that
they might desire to conduct similar surveys in their own se-moles at this teme.
The Armsemember, at the request of the Chairman, stated that the survey was
being initiated for the purpo of supplying:Mr. Pace, Secretaey of the Arey,
with information Which he had requested as to the value of the NIS to the upers.
Copies of the questionnaire whioh Army intends to send out were distributed to
the members to show the nature of the information being sought. The Chairmae
pointed out that in many instances the recipients of the NIS might not have
had occasion to 1248 th material, and that the questionnaire had, therefore,
been drawn up to obtain expressions on the potential velum from those) who had
not yet used the NIS as well as the opinions of those who had already found
occasion to use these publications. Following discussion of the matter, the
State., Navy and Air Force members decided to aWait the outcome of the Army
survey before considering a similar survey in their own agencies.
8. The Chairman submitted for the consideration of the Comeittee, a
reqtest-from ORE, CIA, for the downgrading of JANIS 71 (South Central China),
Chapter VII, VIII, and IX from "CONFIDENTIAL" to "RESTRICTED. Members are to
determine the position of their respective agencies and report at the next
meting.
9. In response to an inquiry by the Navy Membenthe Chairman? stated that
present plans contemplate the publication of the complete Standard Instructleae
for the MIS in printed form as soon as the Committee decides that the revised
Instructions, which were distributed in mineographic form as an interim measueel
net the receirements in actual practice. Discussion revealed that members
were of the opinion that an early publication of the Standard Instructions in
final printed form was desirable. At the auggestion of the Chairman, the meMeere
agreed to obtain comments on anything affecting the .Standard Instructions and
submit them for the consideration of the Committee on or before 15 November 1950J
at which time the matter will again be brought up for diecussion.
10, The Chairman Stated that the Army member had called attention to a
nuMber of printing errors in a published NIS section which-hedbeen prepared
by the Army Transportation Corps. Issuanee of an errata appears to be necoas:ry
and the Chairman pointed out that it brought up the qpestion of NIS policy on
issuanceo of this type. It was agreed that errata Should be issued only on

errors of some significance and that unimportant minor errors should be corrected
. under the =interims* program. Nbmbero were requested to consider a4, aspect')
of thia. matter and be prepared to disown it further at the next et g.

at CIA.
