The Army member distributed copies of revised Standard Instructions for Sections 32 (Highway Transport) and 33 (Inland ti+aterway Transport). Members are to examine these instructions in their agencies and, if their agencies concur, are to telephone concurrence to D/NIS. Agency comments, including those of CIA, on all of Chapter III (Transportation and Tele- communications) and Supplements I (Ports and Naval Facilities) and III (Telecommunications) will be taken up at the next meeting. .5. The Navy member reported that it is expected that preparation of the Standard Instructions for the special NIS on Marine Climate and Oceanography and the FY 1951 production schedule for these NIS will be completed in a few days. Navy is to distribute copies of the St rd Instructs ens. when completed, to the members. The instructions will then be discussed at the next meeting. 6. Revised Standard nstructions for Chapter I (Brief) were discussed. It was generally agreed that great flexibility should be permitted in preparing Section 10 (Introduction), which should give a succinct over-all basic intelligence appreciation of the area as a whole; and that each other section should be a succinct digest of the main NIS chapter to rhich it pertains. It was proposed that the NIS should include an index of important subjects and that this index might be an additional section of Chapter I. Members were requested to study the form which this index, if adopted, should take, and how it should appear (i.e., spread out through the sections of Chapter I, as a separate section of Chapter I, or in some other manner) and be prepared to discuss these matters at the next meeting. Members were also requested to re-study the CIA-proposed revision of Standard Instructions for Chapter I. so as to be prepared to discuss it at the next meeting. 7.
