2. The report of the State member whether or not there is any reason
why the title of NIS 31 should not remain "Palestine" was postponed until
next meeting.
3. It was reported that BON authorizes either "Ireland" or "Eire" for
NIS Area No. 2 but inclines toward a preference for Ireland. The committee
decided to change the title of NIS No. 2 from "Eire" to "Ireland (Eire)"
and not merely to "Ireland" for the following reasons:
a. "Ireland", being the English name, is preferable to "Eire".
b. However, "Ireland" alone might lead to some confusion
Chapter II (Military.Geography) is the same for
both NtIS No. 1 and NIS No. 2.
4. An NIS Operating Iiemorandum regarding the maintenance of NIS was,
discussed, revised, and approved.
5. The D/NIk comments regarding drafts of outline guides -for Sub-
section 62C (Petroleum) and Supplement V (Petroleum) as submitted by the
NIS Petroleum Subcommittee were read to the committee. These conmente
plus additional comments from State will be transmitted to the NIS Petroleum
Subcommittee with instructions that the subcommittee revise the outline
guides accordingly.
6. The proposed revision of the NIS Production Schedule (less Chap-
ters VII) for FY 1950 was discussed. D/WIS comments were as follows:
a. The combined production schedule (less Chapters VII)
calls for the submission to D/NIS of 66 sections in April,
46 in May, and 69 in June -- a total of 175 sections. This

would require an average of 58 sections per month. Since the
average rate of production for the first nine months of FY 1950
has-been 32 sections per month, It seems extremely doubtful
that a rate of 58 sections per month is realistic. Specific
examples of lack of realism are the follosingo
(1) A schedule of 21 sections of Chapter II for
April, 11 of which are in Production Phases 2 and 3.
The month of April, as of this date, is already ona-
third gone.
(2) A schedule of 20 sections. of Chapter III for
June. Three-fourths of these sections are in Production
Phases 1 and 2 and none is beyond Phase 3. Further, this
over-concentration of scheduling in the last month of the
Fiscal Year is an example of a well-known tendency which
has previously been demonstrated to be unsound.
b. It is noted that 60 sections are scheduled for the month
of April. As of 11 April only two sections have been received
in D/NIS for the month. If past experience is any criterion, it
would be fantastic to expect 58 sections to be forthcoming in
19 days.
C. One would expect that, other things being equal, preference
would be given to scheduling those sections which are in the latter
phases of production. This does not appear to have been done.
State, for instance, has omitted from the schedule 12 sections
reported on 1 March as being in Phase 5 In favor of sections reported
as being in Phases 2, 3, and 4. Sections of Chapter VIII defected
from March but now in final phases of production should not be merely
carried as detections but should be shown on the revised schedule.
d. Some two years ago the JIC promised

1 July 1950,.JANIS - type studies (i.e., NIS) on Greenland, 25X6A
and Iceland. In framing the Original production schedule for FY 1950,
this commitment was especially taken into account and N1S 65, 61,
and 68 were duly scheduled to be completed well before the end of
FY 1950. The Defense Department Agencies and CIA have produced some
material on these NIS and have achedulid the remainder on the revised
schedule for FY 1950, albeit there may be some question whether or
not it will be completed on time. State, however, shows only
Chapter VI for NIS.67 (Greenland) on its proposed revised schedule
for FY 1950 and retains unscheduled some 34 sections of NIS 67 and
68 (Iceland), the majority of which are reported as in Production
Phases 1 and 2.
e. If the revised schedule for FY 1950 is not balanced and
realistic,, it will lead to defections which will carry over to FY 1951

and displace schedulings for that fiscal year. These displaced
schedulings will in turn become defections; and, in the and,,
the revised schedule for FY 1950 and the advance schedule for
FY 1951 will be no more effective than the schedule for FY 1949
and the original schedule for FY 1950, which, in the main, have
been outstanding examples of wishful thinking. In this connection.,
it should be borne in mind that capability to produce a section
means not only capability to write it but also capability to pass
it with reasonable care through the various stages of agency
coordination and substantive review so that it reaches D/NIS
approximately as scheduled and in such qualitative condition as to
require only normal editorial processing. Hence, working level
estimates of capabilities require careful examination at the
coordination and control level before acceptance in toto.
t. In view of the above, it is felt that the initial Revised
NIS Production Schedule for. FY 1950 should be revised so as to become
balanced and realistic. The admittedly unrealistic requirement of
the equivalent of fifteen complete NIS per year has now been revised
to a more nearly realistic requirement of approximately the equivalent
of eight complete NIS per year. This revised requirement would call
for a production rate of approximately forty sections per month.
While it is realized that producing agencies may have in their possession
a number of sections defected from previous months and now in final
production phases and that they may, therefore be able to exceed a
rate of forty sections per month in this final quarter of FY 1950, it
is believed, nevertheless, that a rate in excess of fifty sections per
month as a maximum is unrealistic. The unswerving aim of NIS production
should be to produce a realistic number of sections of good quality
rather than to produce a great number of sections without regard to
quality.
It was requested that chapter coordinators submit this revised
schedule to D/NIS as soon as practicable.
7. The next meeting was scheduled for 1000 hours, Tuesday, 18 April
