2. Copies of a pro,:)osed NIS Operating Memorandum regarding the classifi-
cation of NIS were distributed and considered by the members. The proposal was
=animously adopted. It was agreed that consideration should be given to in-
cluding these provisions regarding classification in the revised edition of
Standa d Instructions for. National Intelligence Surveys.
3. The Chairman read a memorandum from the Director of Intelligence,
Armed Forces Staff College, to the effect that the College has finished a study
of all the North Polar, Arctic, and sub Arctic areas of the world in nine geo-
graphic areas with appendices on bibliography, maps, navigational pilotage, and
transportation and comrnunications problems throughout the entire area. This
study was prepared to meet the basic intelligence requirements for a school
problem on the area. The Armed Forces Staff College has no facilities to repro-
duce this study. A copy will be sent to G/Ba in the near future. Members
indicated interest in the study and requested that consid.eration'be given to
possible photostatic reproduction by CIA for use by the contributing agencies in
connection with the preparation of the following NIS:

4. Revision of the Standard Instructions for National Intelligence Surveys
vas generally discussed. The following took place:
a. Copies of a proposal for revision of General Instructions
were distributed. Members are to study this proposal and be pre-
pared to discuss it again at NIS Committee Meeting No. 43.
b. Copies of a proposal for revision of "Instructions for
Chapter I" were distributed. This proposal, generally approved
as a revision by the Committee, is as follows:

REVISION OF INSTRUCTIONS FOR CHAPTER I
1. A cc ventional Chapter I should be a succinct presentation
of the salient basic intelligence aspects of the NIS Area as awhole.
It should present a clear, concise, over-all view of the principal
factors concerning the NIS Area under consideration and, while
stressing succinctness, should contain sufficient detail to render it
adequate within itself to serve as the' basis for strategic planning.
More specifically, Chapter I should accomplish the following:
a. Present a clear over-all view of the NIS Area
concerned.
b. Not only present the salient basic intelligence
aspects of the NIS Area concerned but also indicate the
significance of these aspects.
c. Integrate in any one section those aspects of
other sections which serve to enhance the meaningfulness
of the first.
2. The presentations should be made through the medium of
succinct textual discussions supplemented by comprehensive graphic
aids wherever practicable. The text may be used to interpret and
augment intelligence portrayed graphically but should not repeat
such intelligence.
3, Sections 11 to 17, inclusive, of Chapter Iwill be prepared
by the agencies which produce the corresponding NIS Chapters II to
VIII, inclusive. Sections 10 and 1S will be prepared by CIA with
joint assistance and approval.'
These revised instructions will be passed to the NIS Chapter I
Subcommittee for its guidance.
c. It was proposed that consideration be given to the
possible use of the CIA Subject Classification System (a system
of subject file numbering) in the NIS. Copies of the memorandum
describing this system are attached to copies of these minutes.
d. Copies of proposed instructions regarding the orientation
of Subcommittees charged with revising the Standard Instructions
were distributed to the members. These revisory instructions
were unanimously approved. Sufficient copies of these instructions
for members of subcommittees are to be sent to the IAC Agencies.

e. It was decided that Chairmen of Revisory Subcommittees be
informed that Subcommittee recommendations for revision of the
Standard Instructions are to be placed before the NIS Committee on
or before 18 November 1949.
5. Copies of revised "Statements Identifying Producer and Contri-
butors to NIS Sections" were distributed to the members.
6. NIS Committee Meeting No. 42 was scheduled for 1000 hours, Tuesday,
4 October 1949, at CIA. 25X1A9a
