2. Reference is made to Paragraph 10, "NIS Committee Meeting No.
35, 9 August 1949". The Chairman presented a proposal for a method of
indicating acknowledgments of producers on the table of contents of each
section. The proposal was unanimously approved and will be put into
effect at once. ;there feasible, G/Ba will. obtain the necessary data
from contributors and place the acknowledgments on material now being
processed. Henceforth, contributors will indicate a list of actual
contributors on any material being submitted to CIA..
3. The Chairman read a letter from the Secretary of Commerce to
the DCI in which the former stated that the Department of Commerce, in
carrying out its dual responsibility of developing economic and commercial
policy and supplying information and services to the American business
community, seeks to keep abreast of conditions or situations throughout
the world. He further stated that the Departmentts principal source of
information is the Foreign Service of the United States but that it also
receives information from a number of other governmental agencies. He
said that the Department, particularly the Office of International Trade,
has a definite use for some of the material prepared by CIA, some of it on
behalf of the members of the National Security Council; and that the
Department had participated in the preparation of some of the material to
the extent of supplying basic data necessary for complete surveys. The
Department's principal interest is in the following chapters of NIS;
III (Transportation and Telecommunications)
IV (Sociological)
VI (Economic)
IX (Map and Chart Appraisal)

The Secretary requested that his Department be provided with copies of
such of these chapters as may have already been published and of the same
chapters remaining to be published, together with any amendments thereof
that may be issued. He stated that all classifications would be strictly
observed.
The Chairman briefly reviewed the policy, approved at HIS
Committee Meeting No. 19, 4 January 1949, covering the release of NIS
material to non-IAC Agencies. Briefly, this policy is as follows:
a. Basic intelligence, under proper security safeguards,
should be made available on a "need to know" basis to non-IAC
Government Agencies,
b. NIS, or portions thereof, will be made available by
Intelligence Agencies to non-IAC Agencies only within the
framework of their Intelligence Agency security systems.
c. Before dissemination of HIS, or portions thereof, to
non-IAC Agencies, the agencies concerned with the production
of the intelligence in question will be consulted (Third
Agency Rule).
He pointed out the following factors material to the issue:
a. A Cabinet Officer has supported his request for
specific basic intelligence by outlining the mission of his
Department and certifying that the Department needs the
intelligence for the proper aceon lishment of its mission.
He has also certified that all security,7 classifications
will be strictly observed.
b. The Department of Commerce supplies information to
the National Security Council and the Secretary of Commerce is
a member of the National Security Resources Board. In
preparing studies for both these bodies, therefore, the
Department of Commerce, particularly the Office of
International Trade, may well have a legitimate need for
such economic-military intelligence as that concerning
manufactures contained in Sections 6111 (Explosives, Industrial
and Military), 641 (Guns, Explosive Devices, and Ammunition),
and 64J (Other Military Equipment and Supplies, Including
War Gases and Smoke Preparations).
c. Inspection and Security, CIA, has concluded with the
Department of Commerce a security liaison agreement which
provides within the Department adequate safeguards for
intelligence transmitted thereto.

d. The number of persons (known by name) within the
Department of Commerce who are permitted access to intelligence
material is strictly limited.
e. It is infeasible, from the editorial standpoint, to
publish sections in such a manner that subsections such as
64H, I, and J may be readily withdrawn, and from the user
standpoint, to publish such subsections in another chapter,
such as Chapter VIII (Armed Forces).
f. If the current request of the Secretary of Commerce
is turned down, the matter will probably be brought up later
at IAC level and possibly subsequently at NSC level.
Therefore, most careful consideration of the request is in
order.
It was the consensus that the members should consult their Agencies in the
matter and discuss it further at the next meeting.
4, A limited number of copies of CIA Administrative Instruction
No. 50-18, 27 June 1949, were distributed to members. This Instruction
prescribes certain systems of transliterating foreign names for use in
CIA.
5. It was pointed out that to hold up the submission of NIS
contributions pending the procurement of photographs is not in conformity
with the basic understanding that the first edition of NIS is to be based
on the best readily available material and that additional and improved
material will be integrated in subsequent editions via the maintenance
program. It is, however, recognized (a) that inclusion of good quality
and appropriate photographs in the NIS is highly desirable and (b) that
the current photograph situation is such that many photographs of these
categories are unobtainable. This is-due to budgetary limitations, more
than anything else. Nevertheless, effort should be made to improve the
situation by any feasible means. To this end, each member is to explore
his Agencyts capabilities regarding photographs so as to be prepared to
take up the question again at the next meeting.

The following was decided relative to treatment of the Cape Verde Islands:
a. They will betreated in NIS 8 (Portugal, Madeira,
the Azores, and Cape Verde Islands) and not in NIS 51
(Equatorial Africa).
b. When it is infeasible to integrate treatment of the
Cape Verde Islands into the main body of an NIS chapter, the
treatment will be included in a separate unit to the

appropriate chapter. The manner in which these separate units
are appended to the chapters will be determined by G/Ba in each
instance.
7. The State member reported a request of the Department of
Agriculture and Department of the Interior for copies of Chapter VI, NIS
41 (Korea). The reason for the request is that a view of an entire
Chapter VI will give the NIS contributors in these Departments a better
perspective in the preparation of those portions of the chapter for which
they are responsible. For the following reasons, release of an entire
Chapter VI to the above-mentioned Departments sets no precedent regarding
the matter discussed in Paragraph 3 above:
a. The Departments are, in fact, contributors to the
chapter, producing material with the financial support of CIA.
b. The Departments desire to use the chapter as a prototype
and not as substantive intelligence.
It was decided that copies of the chapter in question may be lent as
prototypes to the Departments of Agriculture and Interior for six (6)
months, with the stipulation that only those persons actually engaged in
reparing NIS material should see them.
The system will be put into effect immediately. G/Ba will, in so far as
practicable, place control statements on affected contributions already in
hand. Agencies need not make the detailed advance report on releasibility
previously requested for NIS to be prepared in FY 1950.
9. A proposed policy for the distribution of surplus NIS maps was
approved. Briefly, this policy is as follows:
a. The conditions under which NIS maps may be distributed

(1) All references to NIS will be removed.
(2) Maps will bear classification according to
contents without relation to the NIS classification.
(3) Standard and page-size base maps will be
unclassified and will be available to any U. S.
Government activity upon request.
(4) Final intelligence maps will be distributed
only to the National Defense Agencies, except for
RESTRICTED and UNCLASSIFIED maps of this category which
are available to other U. S. Government activities upon
request. No final intelligence maps will be distributed
until after the publication of the NIS of which they
are a part.
(5) Distribution of INS maps will be made by Map
Branch, CIA, under the direction of the Chief, G/Ba,
in accordance with NIS policies.
b. The Intelligence Agencies should include the following
in their letters of transmittal with each contribution to
G/Ba:
(1) Maps which the Agency specifically excludes
from the application of this distribution policy.
(2) LUnimim classification for maps when
without NIS reference lines.
(3) Number of copies of each such map which the
Agency desires and the address to which they are to
be sent. The number of copies requested should not
exceed ten (10) without first consulting G/Ba.
10. The State member presented a request from the Bureau of Labor
Statistics for seventy-five (75) copies of Section 44 (Labor) of NIS 39
(China) for issuance-9 a special ECA handbook on Chinese labor. BLS
analysts have collaborated with State in the production of this section.
The consensus was as follows:
a. Any material belonging to BLS and contributed to
the NIS may, of course, be used as BLS seep fit#
b. Material in the NIS not belonging to BLS may not be
used by BLS.

c. The complete NIS, containing material belonging and
not belonging to BLS may not be used by BLS except in
accordance with NIS policy for dissemination of MIS to non-IAC
Agencies.
11. A recommendation from State that a copy of Chapter VI (Economic),
NIS 41 (Korea), be given ECA was discussed. It was pointed out that
automatic distribution of NIS to non-IAC Agencies is not to be made. The
consensus was that, if ECA should request any portions of NIS, the request
should be acted on in accordance with established NIS policy regarding the
dissemination of NIS to non-1-AC Agencies.
12. Agencies were requested to examine the causes for delay in
submitting contributions to G/Ba (e.g., mimeographing contributions before
submitting them) with a view to corrective action.
13. The next meeting was set for Tuesday, 23 August 1949, at 1000
hours at CIA (M Building).
