2, The Chairman brought to the attention of the members two directives
to analysts prepared and issued by OIR. These directives (Procurement of
Source Material and Map and GraphInstructions) are excellent examples
of instructions needful for the guidance of working level personnel. State
was asked to distribute copies of these directives to the other Agencies
for their information.
3. The Committee decided to cancel Chapter XI (Health and Sanitation)
of JANIS #41 (USSR - The Caucasus) because the material therein is outdated
and Section 45 (Health and Sanitation) of NIS #26 (USSR) is scheduled for
April 1949.
4. A survey was made of the status of NIS production for the remainder
of FY 1949. The following data were read to the Committee:

It was pointed out that this status of production is not so bad as it might
appear because FY 1949 defections could be absorbed in the first month of
FY 1950, providing the Agencies build up their capabilities to meet the
15 NIS per year rate by July 1949. Members were advised, however, to
appraise the requirements placed upon their Agencies by the FY 1950
Schedule and bring these requirements to the attention of their superiors
with a view to taking timely action to avoid excessive defection during
FY 1950.
5, The State member introduced a proposed revision of the FY 1949
Schedule for Chapters IV, V, and VI, caused by failure of the non-IAC
Agencies to meet their commitments. This revision was approved by.the
Committee.
6. The Navy member proposed that Section 22 (Coasts and Landing Beaches)
of NIS 26-IV (Central and Eastern Siberia, including Kamchatka, the Kuriles,
Sakhalin, and other island possessions) be removed from the FY 1949 Production
Schedule and Section 22 of NIS 49 (Libya) be substituted therefor. Section
22 of 26-IV could be completed this year provided JANIS 78 (Kamchatka),
JANIS 79 (Sakhalin), and JANIS 86 (Kuriles) were substituted, for original
1IS.material on those areas., To produce NIS material on these areas would
require postponing submission of Section 22, NIS 26-IV, until FY 1950. Navy
feels that the JANIS requirements for "Coasts and Landing Beaches" are not
equivalent to NIS requirements and that the areas in question should receive
new treatment. Army, on the other hand, feels that not enough new information
on the areas in question is available to warrant revising them and that the
production of Section 22, NIS 26-IV, in FY 1949 is paramount. It was
decided that Army and Navy should confer.further on this question and bring
it up again at the next meeting of the Committee.
7. The Army member proposed that Chapter I treatment be not accorded
to Chapter III in principle. He pointed out that, with retention of the
identity of.Chapter III throughout, the treatment accorded, in many instances,
will be such as to lend itself to chapter, rather than section, treatment;
that Section 30 (Introduction) can be utilized to handle sections which do
not warrant full section treatment; and that, where desirable, Supplements
I (Ports and Naval Facilities) and III (Telecommunications) may be
eliminated and the material ordinarily included in them may be incorporated
in Section 35 (Ports and Naval Facilities) and Section 38 (Telecommunications),
respectively. It was the consensus that the matter should be taken up at
the next Committee meeting, at which time the Chapter I subcommittee report
will be available.
8. Copies of a proposed FOREWORD for NIS were passed out to members.
This FOREWORD is designed to inform the user. of the following:
The general nature of HIS.
b. The form and manner of issuance of HIS.

d, Several miscellaneous points of useful information.
Members are to be prepared to comment on the proposed FOR iORD at the next
meeting.
9, Members were requested to examine information control procedures
in their Agencies with a view to expediting the handling of NIS material.
It was pointed out that the volume of such material being passed back and
forth between G/Ba and the Agencies will shortly become great; and that.,
if special arrangements are not made to bypass routine procedures., an
inordinate amount of time will be lost in the process of transit. G/Ba
has already made special arrangements with OCD to dispense with certain
routine procedures for incoming and outgoing NIS material to and from
G/Ba. Members were requested to study this matter and be prepared to
discuss it further at the next meeting.
