g Committee discussion on segmented NIS Areas.
The chairman reviewed ,Jee progress made at the last two meetings
in examirai g the report of the working committee on segmented NIS Areas.
It appears desirable to accord to the subareas 0 stature of n w NIS Areas'
and to treat them in an across-the-board manner. To do so, however, may
require special treatment of certain areas for which there are unique require-
ments. Examination of the working committee's proposals under Tabs A and
B of its report has resulted in general NIS Committee agreem to There still
remain a few areas which require further examination.
The State review of the ar as included a discussion by the State
representative on the requirements for a separate treatment of the Vatican
in Chapters IV and V of NIS 17.
The Army representative discussed the areas in terms of certain
geographic considerations affecting subarea treatment, including the require-
ment to handle Chapter II in accordance with subarea delineation.
In reviewing the proposed subareas the Navy member expressed
concern that in eir development too much weight had been given to the con-
tributor's point of view. He felt that more consideration should be given to
developing mbar as from the standpoint of the user, who would be confused
by any complicated breakdown of NIS Areas. He therefore urged that subareas
be limited to those for hicLg there were firm requirements.

The Air Force member agreed with the views of thu. Navy member.
He stated that the Air Force had no special requirements that needed to be
considered i developing the subareas.

The Committee agreed that such areas as the Vatican
require special consideration. They do not le .d themselves to across-the-
board treatment and are not of a magnitude to require subarea designation,
yet thy are sufficiently important to justify separate treatm nt. To satisfy
this type of requirement the chairman suggested the possibility of developing
a new NIS unit of production, to be called an Annex, along the following lines:
"Consolidated Chapters covering separate entities within a
larger NIS Area, such as the Saar within NIS 13, may be separately

produced as Annexes to the Introductory Sections of the pertinent
instittstioW,SegIor example, would be produced as the 'Section 50
Annex on and identified as '50-X of NIS 13'. Scheduling
and production of such Annexes require the prior review and ap-
proval of the NIS Committee."

The Committee felt that the Annex could appropriately be used to
solv the type of problem presented by the Vatican The members
agreed to make a final examination of all subareas in the light of the new de-
velopme ts brought out the present diackessio3h and to determine the final
list of segmented areas at the next meeting

Chapter I on Indochina will be produced in FY-1958 and is therefore
added to the production forecast set forth in paragraph 7 of NCM No. 192.

4. NIS Production Schedule for FY
1956
The Committee reviewed the consolidated NIS production schedule
for FY-1956 as submitted by the vice chairman and approved it with minor
revisions. The vice chairman said that there were 92 sections outstanding
as of 28 June, and if any of these were unduly delayed in production beyond
the end of the fiscal year they should be rescheduled for FY-1956.
5. "Key Personalities" Unit
The Committee discussed at some le gth the proposal to integrate
the "Key Perso alines" unit into the NIS framework (refer to paragraph 6
of NCM 197 and paragraph 5 NCM 196). It was generally held that the con-
solidated treatment of biographic intelagence, as done in the "Key Person-
alities" unit, gave a more balanced press .itation of considerable value to
NIS la er . The Navy member suggested that the "Key Personalities" unit
might be produced as an NIS Supplement for larger countries i volving many
biographies. For o err MS Areas the biographical intelligence could be
handled wic4n individ al sections as has bee the practice.
The chairman said that, while this would be a departure from the
accepted use of a Supplement, the suggestion should be given consideration
as an alternative to integrating biographical intelligence into the NIS as a
new Chapter, the choice depe ding largely o whether consolidated treatment
of biographical inteiligence should be done on all countries or only on the
larger ones. He requested e Committee to examine this matter further
before

8, Other Matters
a. The State member distributed copies of a pro der d
of 27 June 1955 to exclude the so-called "Gaza Strip'
and incorporate it into Area 53 (Egypt). and to change the NIS base maps
accordingly (refer to NCM 139 of 14 October 1952 for parallel Committee
decision regarding Jordan). The chairnaan requested the members to
consider the proposal for the next meeting.
b. The State member requested that more effective implementation
be accorded the production responsibility for Section 41 (Population) which is
allocated to State (with Army Assistance). He stated that the Military Man-
power Section of G-2 had neither, acknowledged mr contributed to drafts of
Section 41 which State had sent them. The chairman requested the Army
member to look into the matter and discuss his findings directly with the
State member.
c. The State member reported that Section 43 of NIS 24, which
was due on 16 May 1955, will be submitted to CIA this week.
