The Committee reviewed the final proofs for Chapter I on Polando
Certain substantive questions were referred back to the agencies for decis-?
ion. Other questions were ei.ther approved by the Committee or referred to
the Chapter I Task Group for necessary action. It was the consensus of th
Co ittee that this Chapter was an iffiproverent over previous ones, with the
exception of Section 16 (Economic) which did not adequately present a con-
cise, overall view of the econass of Poland,, Certain minor changes more
The Air Force member requested that consideration be given to using the no
Air Force symbols to show pr icipal civil and military airfields on the
Chapter I map.

(a) important substantive questions for MIS Committee action; and (b) edit
ial and other miscellaneous mstters for Chapter I Task Group action. The
Chairman requested the members to exclude from their comments any reference
to typographical, errors or irrelevant aspects so that the Chapter I review
may be directed to fundamental questions,,

40 A nted Chapter I Production
The Chairmam requested the Committee to give consideration to ways
and means of augmenting Chapter I production, go indicated that the need
for Chapters I was Increasing among NIS users, particularly at the high com-
mand and staff levels,, A preliminary a tion by the Chapter I Task
Group in D/B indicated that the majority of high priority areas would be
sufficiently eo7eted on Chapters II to DC by the end of fiscal year 1958
to permit the production of' considerablyr more Chapters I than presently
scheduled under the NIS Production, Forecast, The Chairr said he would
shortly present a staff study to the Committee for consideration and as a
basis for future p1 ning leading to an increase in the rate of Chapter I
production,
The informal views of the members indicated that unless NIS capa-
bilities in the agencies were further augmented, arW increase in Chapter I
production under present circumstances would be at the expense of other NIS
production*
5o Release of ITS to SHAPE a IRAN'
The Committee approved the coordinated recommendations for release
of HIS elements to SHAPE and SACIANT (refer to NIS Committee Naeting No,,189) o
The Chairman will, submit the list by formal mmorandum to the Army member
for transmittal to the Secretariat, State Defense Military Ienformaation Control
Committee,
The A m r said he had received a proposal from CINCSOUTH for
release of HIS to his subordinate coeds on a "need-to-know" basis, The
Committee held that this proposal would require an zowxlment to IAG-D-45/120
Before considering the proposal further, the Committee requested the ArnW
member to determine from SHAPE whether, in addition to subject proposals
there. was a general requirement for HIS below the major subordinate command
levelb
6, N Area Designations
The Chairman said that D/B had studied the proposal for geographic
area treatment submitted by the Chapter II coordinator under date of 28 Janu-
ary 1955, EssentIOly, this proposal would eliminate combined area consider-
ation of Chapter IT (Hflitary Geography), and treat all Chapters in term
of political boundaries. The Chairman recommended that this proposal be con-
sidered by a working committee along with the problem of segmented area
treatment, A working corn dttee was so designated;, with representatives from
State, Aram, Navy and D/B, to study this matter and report their findings to
the NIS Committer,

a, The Air Force member distributed copies of a proposed outline
revision for Section 83 (Air Forces),. The Committee will discuss the pro-
posal at the next meeting,

b. The C irman noted that "Key Personalities" for NIS Area 77
`Panama) had been awaiting contributor action since 5 January 1955. The
State member will investigate and report the reasons for the delay in this
contribution?
c. The Vice Chairman requested the members to contact him before
returning excess copies of NIS to the CIA Records Center to eliminate unm
necessary shipments. He said that the present system of controlled dissemi-
nation of NIS elements should largely eliminate excess stocks in the future.
8. The next uting of the NIS Committee will. be held at 1000 hours
on Tuesday, 1 March 1955.
