The Chairman recommended that this proposal be con- sidered by a working committee along with the problem of segmented area treatment, A working corn dttee was so designated;, with representatives from State, Aram, Navy and D/B, to study this matter and report their findings to the NIS Committer, 70 Ni$ce1] a, The Air Force member distributed copies of a proposed outline revision for Section 83 (Air Forces),. The C irman noted that "Key Personalities" for NIS Area 77 `Panama) had been awaiting contributor action since 5 January 1955. The State member will investigate and report the reasons for the delay in this contribution? c. The Vice Chairman requested the members to contact him before returning excess copies of NIS to the CIA Records Center to eliminate unm necessary shipments. He said that the present system of controlled dissemi- nation of NIS elements should largely eliminate excess stocks in the future. 8.
