20 Production Requirements for NIS

^ The Committee approved the draft of a memorandum tom
which reflects t2i )W teens views on certain production
requirements for the NIS outlined at NIS Committee Meeting
Noa 184 of 23 November 1954. Essential aspects of the memorandum
are as follows:

"ao Section 23 (Weather and C~~ate) -- The Defense Agen-
cies request that full requirements, as set forth in NIS Standard
Instructions, be fulfilled including evaluation of weather and cli-
matic factors in regard to military operations.
"b. Section 25 (Urban Areas) -- The Department of the Aru7
have a requirement faiW' anent which will afford them general

"e, Charter' IV (Socioloi.cal) and Chaster V (Political)--
The Intelligence Or anization, Department of State recognize the
inappropriateness undertaking the coverage called for by
certain sections of NIS Chapters IV and V and by certain require-
ments of other sections of the same chapters, They also recognize
that those chapters are of low priority in comparison both with other
areas and with other chapters of the same area,, However, they would
find highly useful NIS coverage of the purely factual aspects of cer-
tain sections other than those alre cess (Sections 41 and 44),
which does appear to be appropriate production. Specifi-
ca1]y, this would be the factual s7 cal material called for
in Section 43 (Religion, Education' and Public Information),, Section
51 (The Constitutional System)! Section 52 (Structure of the Govern- 25X1 X7 ^
ment), and Section 54 (Public Order and Safety), The Intelligence
Organization, Department of State recommend, therefore, that
undertake the type of coverage indicated for the above-named NIS
sections whenever it becomes possible to do so without diversion of
effort from production of other NIS elements for the area,

not require production of Chapter' VIII since all essential
information either is available or can easily be obtained.

tain maps for Chapter II and Chapter IX of the NIS is being

cation of the NIS should be deferred until all preliminary
NIS elements have been produced and the major intelligence deficien-
cies therein have been corrected by supplemental production under the
maintenance program."
3, Intelligence Control Directive
The Army member reported concurrence of his agency in the
new NIS control procedures, established in pursuance of DCID No, 11/2,
which were outlined at NIS Committee Meeting No, 185 of 7 December
1954. Since the other members had previous], concurred In them, the
Committee approved the UGW NIS control procedures which will be imple-
mwted on 13 February 1955, the effective date of DCID No, 11/2,

The Committee discussed at some length changes in the tenta-
tive NIS Production Forecast in the light of the D/B staff co rents.
Some of the agencies had not yet completed their waminations of the

this had beenonea The Chairman noted the Rance of completing
all NIS elements on the high priority areas and requested the members
to consider this, aspect when revising their schedules. The members
agreed to submit their revised schedules by the next meeting, follow-
ing which they will be consolidated and issued by D/B as the Revised
NIS Production Forecast.

6. Release of NIS to SHAPE and SACLANT
Copies of the periodic release report of NIS to SHAPE and
SACLANT containing all NIS elements under review were given to the
Army and Navy members so that their departments, acting as executive
agencies, may indicate release to SHAPE and SACIANT on the basis of
"need-to-know". The members were asked to return their recommenda-
tions as soon as possible for coordinating with those of other NIS
contributing agencies in order that a consolidated listing can be
prepared for NIS Committee approval at the next meeting.
7. Boundary Question on NIS 100
The Chairman reported that an examination of the boundary
question on NIS 100 (Indonesia) raised by the Military Attache,.. The
Hague (refer to paragraph 2 of NIS Committee Meeting No. 187), had
been made by representatives of CIA and State. They recommended that
the present NIS base map boundaries should be continued but that in
future printings the word "Netherlands" should appear with the name
"New Guinea" on the small indac:: insert of this map.
The NIS Conmd.ttee approved the recommendation.

The Committee considered the question of whether or not it
was advisable to restrict the distribution of NIS production schedules
and production forecasts, It was the consensus that each member should
determine his own agency policy and requirements in this matter and
inform D/B of the desired number of copies.
9. The next meeting of the NIS Committee will be held at 1000
hours on Tuesday, 1 February 1955,
