2. !roc eul Time for NIS Contributions
The members more given copies of an analysis prepared by D/B
which indicated the processing time required on all contributions during
the period 1 July 19511 to 16'September 1954 The average time in D/B
review was 10.8 working days, while the average time taken by contributors
to revise their contributions as a result of D/B review was 13.6 wonting
days, However, the spread among agencies extended f'om an average of
9.7 working days to an average of 31.6 working days. The Chairman emphasized
the necessity for agencies to reduce the time taken in revising their
contributions so that the overall processing and printing time lag may be
kept to a minimum.
3. F.O.A. Request for NIS
The State, Navy and Air Force members reported the concurrence
of their respective agencies to the release of NIS to F.O.A. In accordance
with the letters of justification submitted by that agency and amplified
in its memorandum of September 7, 1954 (refer to NIS Committee Meeting No.
177). The Army member reported that the letters of justification were in
the Security Division at Arm. He will notify the Chairman as soon as he
is advised of the findings.
The Committee agreed that the letter of justification prepared
by F.O.A. on September 7,1954 would support an across-the-board requirement
for NIS on all areas and topics. The State and Air Force members said their
agencies concurred in a'full release of NIS to F.O.A. The other members were
requested to seek approval of their agencies for this broader requirement.

The Committee further discussed matters relating to the
adequacy of scientific intelligence coverage (refer to NIS Committee
Meeting No. 177). The members agreed that the SEC should determine
those areas which had a substantial scientific potential. Only for
those areas 'would there be NIS requirements for Chapters VII and related
Sections 17. There would be no NIS requirements for other areas. The
Committee further agreed that production schedules for Chapter VII should
be conservative in view of SEC's limited manpower. The Committee has
already recognized this by progressively reducing Chapter VII production
from five areas in 1953, to four areas in .95b, and to three areas for the
present fiscal year,
The Committee felt that there was demonstrated consumer need for
Chapter VII of an order which required continuing fulfillment of Chapter
VII requirements. The Chairman was requested to express the Committee's
views in replying to the memorandum of 16 August 1954 from the Chairman,
SM.
S. Numbering of NIS Covers
In accordance with the request of the Chairman at NIS Committee
Meeting No, 177 the members reported they had consulted With their
dissemination offices and found no need for the numbering of section covers
in printing process. Further, the Army member, Who had raised the question
originally, stated that his agency had discontinued this practice. Since
there was no further requirement, the matter was dropped.
6, Petroleum Intelli ence Requirements
The iiembere reported their agencies concurred in the proposals
for the revised outline for Section 62-C and the production schedules for
Supplements V (refer to NIS Committee Meeting No. 177). The State and
Navy members submitted suggestions which they believed might improve the
outline for Section 62-C but which do not affect the basic structure of
the outline. The Chairman said the D/B staff will take into consideration
these suggestions in cJ1 ing the finished outline and outline guide.
7. Treatment of
In accordance with the request of the State member at.NIS Committee
Meeting No. 177, the Coe members reported they had considered the
matter of treatment of It was the consensus of t) nntittee that=
a. Chapter IV on should include
as has been done with sections so far submitted on Chapter
IV; and
2QX&ere V (Political) and VI (Economic) should treat the
separately as annexes under

8. USIA Requirements
The State member distributed for Committee consideration a
memorandum dated 20 September 1954, subject: Proposed Changes in Production
Schedule for FY 1955, which reads as follows=
"1. In order to better serve the needs of the U.S.
Information Agency, State proposes certain changes in its
production schedule for FY 1955? No sections are involved
which call for contributions from other agencies, and the
numerical total of State's commitment for the year is not
affected.
2. It is requested that the NIS Permanent Committee
approve the following changes:
Addition of Section 57 (Maintenance) on Area 24
(Poland) for delivery to CIA in Nay, 2955:.
. . Addition of Section 58 on Area 22 (Rumania) for
delivery to CIA in May,, 1,955
Addition of Section 57 on Area 43 (Indochina) for
delivery to CIA in April, 1955
Cancellation of Section 57 on Area 54 (Anglo-
Fptian Sudan), now scheduled for delivery to CIA in
April, 1955
Cancellation of Section 51 (Maintenance) on Area
]!e (Poland), now scheduled for delivery. to CIA in May, 1955
Cancellation of Section 54 on Area 22 (Rumania),
scheduled for delivery to CIA in May, 1955."
The Committee approved the proposal without change.
9o Treatment for NIS 39
The State member proposed segmented treatment for Chapters IV, V,
and VI an NIS 39 (China) in three groupingst Communist China; Nationalist
China; Hong Kong and Macao. The proposal stems from the change in production
responsibility for Chapter VI, whereby CIA is responsible for Communist China
and State has responsibility for the other two groupie e. Moreover, State
feels there mould be distinct advantage in using the same groupings when
undertaking maintenance for Chapters IV and V.

Because of the complex factors involved, the Chairman suggested
that State formally develop the proposal for discussion at the next
meeting. .
20, Maintenance
The Chairman expressed concern over the apparent failure on the
part of contributors to initiate on a systematic and timely basis collection
.effort to fill the gaps and overcome the deficiencies noted by the contribu-
tors themselves in Comments on Principal Sources. While the methods in
force in the several agencies appear adequate, the facts show that the
field collection activities do not follow up on known requirements in time
to provide for maintenance, In consequence, when maintenance is scheduled
it becomes necessary for the contributor to send out last minute collection
requests to the field in the hope of getting the required information.
The Committee agreed that. more effective procedures were neceasar7.
The Chairman undertook to develop standard procedures which could be used by
all agencies as a basis for adequate collection action.
11. i3egt. of the Interior Request for NIS
The Vice Chairman explained that through an oversight the Depart-
ment of the Interior was not receiving Supplements V requested in its
letter of justification dated 5 August 1953. The members had no objection
to this dissemination of Supplements V since they -were prepared by Interior
and the need for then was obvious. The Vice Chairman will so inform the
Secretary, IAC,
12, Chapter III Treatment of Certain NIS Arm
The Armor member advised that his agency had prepared a further
revision to a list submitted previously on the omission of Sections 33
(Inland w7atermys) and Sections 35 (Ports and Naval Facilities) (see NIS
Committee Meetings No. 159 and 160). This new list supersedes previous
submissions in their entirety, as follows
a. The following NIS areas,being landlocked, will not be
covered by a Section 35 in the National Intelligence Survey Program. This

The Committee had no objections to the proposal by Army on
Chapter III treatment of certain NIS Areas as outlined above,
The Army member further suggested that the Quarterly Report,
''statue of'NIS-Prroduation in D/S" indicate in some manner that those parts
listed above would not, be done. The Chairman said that the usual procedure
in such cases. is to list the Chapter number when all relevant sections have
been published. The Army member said this procedure would be acceptable.
13. USIA
rwrw~. Panw rticiation in in ? Subcommittee Activities,
In accordance with a letter received from the Assistant Chief of
Staff.. G-2 on the subject of "USIA Participation in Subcommittee Activities"
(refer to N S Committee Meeting No* 176), the Arir member requested that the
Chairman notify him whenever matters within the purview of USIA are to be
discussed by the NIS Committee in order that arrangements might be made for
a member of the office of Psychological Warfare to accompany the 0-2 member
to that meeting.
14. Chapter I Matters
a, The An W member said that the Artily would like to have a
production planning. schedule for Chapter I developed for the next three
years. The Chairmen said this will be done when the production planning
schedules for Chapters II - 7Z have been developed. From these schedules
can be deter .ned what NIS Areas will be wholly completed as the basis for.
developing the Chapter I planning schedule.
b. The Committee agreed that the form in which the Comments on
Principal Sources were being written for Chapter I was inappropriate for that
Chapt or. In general it was felt that these Consents should reflect the general
credibility of the intelligence on each general topic, the significant major
gaps and deficiencies, and any marked changes in the over-all collection
picture. It was further agreed that lists of principal sources should be
omitted from the Chapter I sections.. The Chairman said he would request the
Chapter I Task Group to develop these views in the production of future
Chapters I.
