The Navy member stated, however, that the H drographic Office was still examining the question of control for the HO charts which appear in this NIS. The Chairman said that the Committee should be prepared to take final action in this matter at its next meeting. 5. L~rMsed dna2bin es ?Z AAm In the NIS Proem a. Reallocation of section 45 The Chairman reported that the subcommittee appointed by the NIS Committee to discuss the reallocation of Sections 45 had met twice - the first time with limited representation, and the second time with an augmented representation which included State, Army, Navy, Air Force, 06I, and D/B. The general consensus of its members appeared to be that Section 45 should remain intact as medical intel~.i.gence,, and the medical aspects concerned with military forces should be included in Section 81. In their opinion 0SI is best fitted to coordinate that production. The subcommittee also recommended that the Public Health Service be called upon to render assistance since they maintain rather complete world-wide data on health and sanitation aspects. It was felt that State did not presently have medica capabilities for this type of production,, and the merging of Sections 45 and 46 would Inevitably create a strong sociological bias to medical' intelligence. A full report of this second meeting will be sent to each member. The Chairman proposed to explore this matter with OSI and lay before the NIS Committee at the next meeting for final resolution the recaam adations of the working committee and the manner in which they should be implemented, b. Joint Concurrence The Army member agreed that the interpretation of "Joint assistance" with its mutual responsibilities as set forth in paragraph 4 b of NIS Committee Meeting No. 171 would meet Army's requirement in lien of "Joint concurrence". The Chairman requested the members to give their Immediate attention to fulfilling these mutual responsibilities in all phases of NIS production in which joint assistance is required by the allocations of responsibility as set forth In the Standard Instructions, 6.
