USSR BeogE2Olies The problau of downgrading all items in the USSR Biographies to "Confidential" lies discussed by the Committee (refer to NIS Committee Meeting No. 166), Lecamination by variousmembers indicated there was alight possibility of farther downgrading of the SECRET biographies without first removing emportant evaluation material from these biographies, since they had been eetractod in rimy cases from TOP SECRET documents, The problem will be exemined further and a final decision reached at the next meeting, but it vas the conseasus of the Committee to go along With a classification of SECRET rateer than delete Important material frac the biographies, 3. NIS Correlation Guide The revised Correlation Guide with minor changes was approved for publication in the Standard instructions. The Chairman said that the Guide will be printed and sent to all holders of Standard Instructions for insertion therein. Any desired changes in the Correlation Guide resulting from its use can be made when the Standard Instructiaes as a whole are revised. 40 NIS Gazetteers The members reported favorabey on the proposed new Lomat for the NIB Gazetteers (refer to NIS Committee Meeting No. 166), particularly in respect to the removml of the last two mamma and to the loose-leaf format to provide for insertion of correction pages. Production Schedule for 1955 receives additional designated The Ccemittee's examination of the Tentative Production Schedule for Fr 1955 involved three considerations: a) re-examination of scheduled sections under Maintenance; b) cut back in total scheduled sections to allow for newly scheduled Chapters I; and c) anticipated backlog at the end of Fr 2954 which would became a production requirement for FY 1955. This examination disclosed the following: a. State dropped 4 maintenance sections from the new schedule. The State member considered that the remainder met the fundamental criteria established by the Committee. The other members had no changes to recommend in their maintmempe schedules* b. The Vice-Chairman pointed out that the Tentative Schedule for I! 19% appeared to be too heavy when consideration 1483 given to the new Chapters I, to the anticipated backlog at the end of n19514 and to approximately 12 to 15 Chapter VI sections on the Bloc Area which were still to be scheduled. He suggested that each agency carefully examine its schedule with these considerations in mind. The State member estimated there mould be defections for the current year's production of no more than 15 to 20 sections and that these would be f f inished shortly after the new iscal year without diminishing State's capabilities to handle the regular schedule. . The Army member said he was in the process of adjusting the PT 55 Schedule for the new Chapters I and would have Army's schedule in shape very shortly. The Vice-Chairman said that the Tentative Schedule for 1955 would be published as seen as Army's report was received. In the meantines the Committee agreed that the other agencies could promulgate their own. schedules, The Committee appreciated the fact that later consideration would have to be given to the production requirements for Chapter VI Sections on the Bloc Area. In view of OSIts request for 4 change in the order of Chapter I production, the Committee approved the following Fr 1955 schedule for Chapters I: NIS 7 Denmark 15 Aug 54 14 Poland 1 Oct 54- 11 Sweden e- 1 pee 54 42 Thailand e- 1 Feb 55-- Yugoslavia 1 Apr 55 = 10 Norvray 1 Jun 55 - 35 India 1 Jul 55 _ 7* ...w22..even11.29.2.:eao12121 The Cheirman said that D/B staff had been exsetreing all aspects of the NIS with the view to farther economy in the NIS Program. In this respect it appeared that Supplement V (Petroleum Intelligence) mighb well be dis- continued in the near future for the following reasons: a. Supplements Irwin have been produced on all the prineir41 oil-producing countries of the world by the end of this fiscal year, b. For other areas an expanded Section 620 could adequately serve the EIS requirement for petroleum intelligence. c. When revisions of the published Supplements V under the Maintenance Program became necessary, it would appear that the expanded 620 could be utilized, since the present Outline for Supplement V contains much highly technical geological matter of only litited use. The Chairman requested the members to consider this proposal which will be more fully explored at the next meeting. 8. Miscellm a. The Air Force member indicated Air Force dissemination require- ments for Chapter I on Iran would be the same as for other Chapters. b. The Army member said that a meeting between Amy and Navy representatives was to be held this week to resolve the problem respecting the release of NIS elements to SACLAM. c. The Committee agreed to develop a Tentative NIS Production Schedule for Fiscal Year 1956 as soon as the 1955 schedule had been completed, mitattommismh -3-.
