8. wNIS Uaintenance_Progrm
The Cosmittee discussod the requirements for revision of NIS under
t ho Vaintonance Program, and agreed that the criteria set forth in the
proceedings of IUIS Coed tteee Mooting No. 259 represented the fund tal
criteria. The Chairman emphasized that all proposals for revisions of
sections be carefully examined to ensure strict compliance with these
requirements, Nearly 20% of the 1955 Tentative Production Schedule in devoted
to maintenance, which appears to be an unduly high figure in view of the
large nMber of sections still to be produced on high priority areas. The
".embere zero requested to examine the 1955 Tentative Production Schedule
before the next regular meeting with the view to developing a more realistic
schedule. This consideration also affects the production of Chapters I,

The Navy member submitted a list of "Restricted" JANIS which were
being used as working copies in ONI, and requested the Committee give
consideration to determining their new classification. The Chairman reviewed
tho Jl.N7 classification situation, pointing out that the joint Intelligence
Committee had held that the JANIS could not be declassified and made availatxle
to nom Dover activities for security reasons. (JIG 114th meeting held
on 23 August 3,9I6). The CIA has consistently supported this position, in its
refusal to mo JAMS available to private institutions, Furthermore, the
recent action taken by the NIS Committee in classifying all NIS at least
"Confidential" would Justify comparable treatment for JANIS:
The Committee decided that JANIS should be held as classified
doctmnente with a minimum classification of "Ccmfic codas." until such time
an individual classification might be undertaken by the Agencies which prom
duced them, It is anticipated that all, except a master file copy, of JANTB
