It was the consensus that the, Committee should normally meet every two weeks, 3. F.O.A. Request for NLS The Chairman referred to the request from the Foreign Cperations Adeenistration for all sections on NIS 9 (Spain), which had beet submitted to the members for consideration at the last nesting. (27 October 1953). The State member indicated his dep.,:ztmentla approval of the request. The otter members, however, indicated they will require a letter of justification and specific request in writing from F.O.A. before taking Anal action In the matter. The Chairman undertook to obtain these. 14. Pi'Maejlambi_..2.2__d Tratment for_Cha2tsLIX The Committee approved the proposal of the Chapter a Coordinator for combined Chapter 3:x treatment for Areas 147 (Algeria) and 148 (Merece0)? (Re:E'er to NIS Committee Meeting No,, 1.56)? 5. ,Treasury Dept. Ralest for NIS A request from the Treasuey Dept. for Section 36, Part II (Greek- Oem.ed Foreign-Flag Merchant Fleet) on NIS 24 (Greece) was su.bmiteed to the members for consideration. V (Petroleum), NIS 100 (Indonesia), are controlled "U,S. Officials Only", while the remaining sections are not so controlled. In view of the integrated nature of treatment of subject matter in Supplement V, he preposed to the Committee that the entire Supplement as a unit be controlled "U.S. Officials Only". However, within the Supplement only Sections 3, 4, and 7 would carry controlled statements throughout. After dismission the Committee approved the proposal. 7. ..1.-.E.----Sfeeln-J?her.Eiteal". The Chairman referred to a question previously raised by the Amy member concerning the downgrading of the NIS Area Map to "'Restricted" (refer to NIS Committee Meeting No. 156), in view of a decision by the Coeed.ttee to carry this classification for NIS Areas byname and number (NJS Memorandum No. 17, dated 18 March 1952). In discussing this matter it developed that there was a forthcoming change in classification of documents which would remove the "Restricted" category. It was decided, theeefore, to take no further action until the new classification directive ha. been received and. interpreted. 8. Partition of Section 22 NIS 99 The Chairman noted that Section 22 (Coasts and Landing Beaches) of IS 99 (Philippine Islands) was (mite voluminous and, be felt, required a treakdoan by parts to make it a more usable document. The Committee offred no objection to this proposal and agreed to permit Navy and D/B to determine the extent of breakdown on the morkisig level. 9. Dissemination of NIS Draft Material The Chairman noted that there was a growing tendency on the part of mane NIS contributors to disseminate drafts of NIS contributions in a form which did not clearly indicate that the material was unfinished intelligence or that it was to be destroyed upon issuance of the related NIS. He pointed out that the Signal Corps was using cover sheets for their contributions to State which bore no indications of their unfinished or temporary nature. Thi e raised the whole question relative to the fundamental policy developed by the Committee (see NIS Committee Meeting No. 28, 21 April 19149) which states that each IAC agency is authorized to distribute its ern produced NIS contributions for specific intelligence requirements. Discussion by Committee revealed that it was necessary to include a statement as to the temporary nature of such contributions and their destruction upon receipt of the related NIS published material. Correlation Guide The Chairman inquired as to the extent to which the Correlation Guide, dated 1 June 1951, bad been utilized by the various contributors. The- Correlation Guide sets forth the principal inter?relationships between the various NIS sections to insure proper integration of related subject treatment The Chairman pointed out that the purpose of the Guide was primarily for use by analysts in the preparation of material for the NIS. It was also designed foruse in the review, editing and correlation of NIS material as well as in the revision of the NIS under the maintenance program, The C? tem ttee members were asked to survey their contributors to determine hoe useful the Correlation Guide has been, and to be prepared at the next meeting to discuss improvements of the Guide leading to its greater use/hitless. U. NIS Questionnaire The Committee discussed the proposed questionnaire submitted by the Charman at the last meeting (see NIS Committee Meeting No, 156). The members wee generally of the opinion that this type of questionnaire was the best foe eliciting a meaningful response from a bread nutter of users of the NIS, an especially those on departmental and major command staffs. There may sW.13. be a requirement for a detailed questionnaire from the operational users of the NIS, The Service members felt that this question could be exaudned a17,er the replies from the main questionnaire had been received and analysed. They further felt that this type of detailed questionnaire could be best developed by each department in terms of its phase of the NIS work, The Cormittee had certain suggestions to make relative to the questionnaire sub. mitted by the Chairman, Which be undertook to incorporate in a new draft to be considered by the Committee at its next meeting, 12. Army Report on Capabilities for Producing Supplement IV The Army member reported that discussions were going on between Army Map Service, and the potential contributors to Supplement IV, and thet he would be prepared to call a general meeting of all interested agencies before long. 13, Revised Tentative NIS Production Schedule ? Fiscal Tear 1955 The Chairman distributed copies of the Revised Tentative NIS Production Schedule for FY 55 to the members. The Chairman informed hien agreement had bee reached at the NIS Ccamittee Meeting of 6 October 1953 that first drafts of -al contributions for Chapter I were to be in D/B by 8 December. At the sanei time, the Chapter I task group within DA will have defeeloped Sections 10 ant. 11, as well as the principal maps? Copies of the assembled material will them be made available to each member for examination and determination of the changes necessary to produce a wellrenoordinated and balanced Chapter I.
