HIS were being produced to serve the needs of the U.S. Government, and warned
against the omission of significant information in Order to .permit wider
dissemination. He pointed out that the omission of significant information for
any purpose whatsoever would deny such information to U. S. Officials receiving
the NIS as well as the foreign governments, and would,. therefore, defeat the
purpose of the NIS Program. 116 requested the members to impress upon their
contributors the fact that fulfillment of U. S. requirements was of paramount
importance.
4. The Vice-Chairman presented for Committee consideration a proposed plan
for fulfilling a CIA requirement for smell-area operational data in connection
with Coast and Landing Beach studies (Sections 22). The first phase of the plan
provides for adjusting all future HIS production of Sections 22 to meet the
requirements of CIA line divisions. Essentially, it calls for the Department of
the Navy, which has production responsibility for the Coast and Landing Beach
elements, to expand its treatment of the subject under the present HIS Outline
Guide to an extent previously agreed to by representatives of Navy and CIA. The
Committee approved phase 1 of the plan.
The second phase of the plan provides for the preparation by Geographic
Division, ORR, of target folders on a small area basis and additional detailed
studies needed for ar-es covered by published HIS sections 22. Since the second
phase of the plan requires approval by the AD/RR, the Committee took no action
thereon.
5. The Army member presented for Committee consideration an inquiry by the
Psychological Warfare Unit of the Department of the finny as to the possibility
of having a handbook or separate Chapter produced under the :as Program to meet
specific requirements of Psychological Warfare activities. The Committee
decided that it was not feasible to undeetake the production of special handbooks,
? or additional HIS elements to meet the operational requirements of any one
government activity. Furthermore, most of the requirements indicated by the
Army Psychological Warfare Unit are already covered in HIS Chapters IV, IT, VI, and
VIII. Following diecueeion, it was agreed that consideration would be given to
expending the present Outline Guides for these Chapters to include pertinent
additional requirements. The Army member undertook to inform the Psychological
Warfare Unit of the Coemittee's position in the matter.
6. The Vice-Chairman informed the members that to date only 27 sections
have been received in D/B out of a total of 170 due, of which es are overdue
and 82 are scheduled for the month. Approximately 60 more sections are needed
in order to reach the equivalent of 6 complete HIS for FY 1952, The Vice-Chairman
distributed copies of a summary of the sections which the agencies have reported
as being in Phase III or over, and urged the members to continue their efforts
to complete these elements during the present fiscal year. He further requested
that care be exercised as regards placing the control statement on all pages of
the sections, as failure to do so results in delays inasmuch as elements in-
completely stamped must be returned to the producing agencies.

7. The Navy member presented a proposal from his agency recommending the
following change in Item B-1 (Ownership) of the Outline Guide for Sections 36:
"Government or private; if private, include beneficial ownership." Such a
change would permit inclusion of the principal stockholders of shipping companies.

9.' In accordance with his agreement, the Vice-Chairman furnished the members
with copies of the memorandum outlining the CIA program for procurement of photos
from the files of the.MUtual Security Agency and other sources in Europe.

10. The next meeting of the Committee will be held at the call of the Vice-
