The Vice.Chairman referred to a memoramiun dated 28 February 1952 from the Navy member setting forth that Agency's concurrence in the proposed down- grading of certain aspects of the EIS Program, State, Army, and Air Force had previously approved this; proposal. (Refer to paragrath 3, ITIS Committee Meeting NO. 126, 26 February 1952). The Vice-Chairman undertook to have IS Memorandum - NO. 15 (Classification of NIS) revised in accordance with the .,Committee decision. 3. The Vice.Chairman informed the Committee that there had been several instandes recently where publication of a section had been delayed due to contri.i. butor's failure to make prompt submission of corrected originals of multi-colored maps. Theee originals are held. by the contributor until notice is received from D/B as to the corrections that will be required. The contributor then makes the neceesary corrections and submits these originals to p/s. He pointed out that at the tire the correction memorandum is sent to the contributing agency the editorial processing has been completed in. D/B, and that any delay by the ageney in submitting the corrected originals of these multi-colored maps will result in a corresponding delay in the publication of the section. He requested the members to take the necessary steps to accelerate the correction and submission of this graphic material.. 4. The Vice-Chairman referred to the possible desirability of Changing the requirement. for reporting on the release of rts studies to SHAPE from a monthly to a quarterly basis. Following a brief discussion it was agreed that the pro- ducing agencies would continue the present reporting procedure, and that pis would consolidate the releases and prepare the memorandum for the Secretariat, State-Defense Military Information Control Committee recommending the release of rts etementa to SHAPE Whenever the number of elements involved warranted such action. It was also agreed that no release recommendations would be made until, the elements concerned had reached the printing otageg Approved For Release 2000/08/04: CIA-RDP78-05597A000400030072-1 Appr2ved For Releasev1,049/08/04 : CIA-RDP78-05597/V00030072-1 5, The State member reported that the preliminary draft of Supp. V (Petroleum), ris 26 (USSR) is nearing completion and that he had been advised by Mr, Kale, Bureau of Mines that it will be submitted to State by 31 Mar& 1952. He referred to the CoMnittee'a decision that this preliminary draft would be reviewed by representatives of State, DA, and the Department of Interior to determine the general adequacy of the research effort, and inquired as to the procedure for accomplishing this review. (Refer to paragraph 2, NIS Committee Meeting ro. 120). Following a. brief discussion it was agreed that State and B/R representatives would review the draft simultaneously and report their findings to the las Committee on 15 April 1952. Further, it was decided that this review would be limited to the coverage aspects of the study, and that no attempt would be made at this time to review the draft from an editorial standpoint. 6. The Vice-Chairman referred to the problem involved in reconciling the cut-oft dates for the Army and ravy contributions to IS 26 (USSR) Supp. I, with specific emphasis on Part III. Be stated that Army has brought its cut-off dates up to March 1951 while ravy contributions carry a number of different dates, some of which differ by only a month or two. The Vice...Chairman suggested that a uniform cut-off date be established for these contributiens, if possible, and the Navy member urdertook to look into the matter. It was pointed out that each printed section must have an over-all date for each page. However, if the cut-off date on some of the information differs from this over-all date, a note to that effect may be carried at the beginning of the subsection concerned. Since the cut-off dates on the Army and ravy contributions to rIs 26, Supp. I will vary, it was decided that this procedure would be followed, and that a general notice to this effect would be carried in the forepart of each settion so treated, The Vice-Chairman requested that Part IV of Supp. 1, :as 26 be brought into conform.. ity with the foregoing agreement before it is eubmitted-to DA. 7. The I/ice-Chairman informed the Committee members that, as of 17 March 1952, only 12 sections had been received in DA out of a total of 114 sections due on or before 31 Nero* 1952. He pointed out that unless there was an immediate improvement in the production situation.a large carry-over of sections into the FY 1953 schedule was inevitable since agency corritments for the next three months are such as to preclude production of a large backlog in addition to scheduled production. He urged all members to do their utmost to bring production up to at least a 75% fulfillment of commitments. - 8. The Army member informed the Committee that the Signal Corps had been subjected to an investigation during the past ninety days which had affected its production capabilities to such an extent that not more than 50% of the Signal Corps commitments for the last half of FY 1952 can be fulfilled. He suggested that the current production schedule be revised accordingly. Following a brief discussion it was agreed that no change Would be made in the FY 1952 schedule, but that the minutes would carry a statement to the effect that the Committee has taken cognizance of this investigation affecting the Signal Corps contributions. The Army member referred to a tentatively approved recommendation by his Agency that cross-country movement analyses be. incorporated as distinct parts of Sections 24 and 26 for ris Areas Foe. 26.119 26.111 26.IV? ,234034 32, and 54. . (Refer to paragraph 89 MS Committee Meeting ro. 319 dated 7 June 1949)0 It was agreed that Aemy mould prepare all analyses for these areas, and the Ary member advised the Committee that the Corps of Engineers' had now completed the first of these analyses, (NIS 34 Saudi Arabia). Since many changes have occurred in the interim. including a rearrangement of Chapter II elements, it was decided that Army would submit the Saudi Arabia contribution to DA for review, following which the Committee would decide whether or not it should be published. 10._ The Vic Chairman referred to a memorandum from the ravy member request- ing a re-eenmination of the list of riS areas on which IS are restricted to UeS. Offioials only. This request stems from the fact that recent policy changes on intelligence dissemination would indicate that the 'list Should be revised or cancelled, It was the consensus of the Committee that the list should be re- examined at this time, and it was agreed that the Vice-Chairman would provide copies of the current list of controlled areas at the nomt meeting. Members will then consult with their respective agencies and submit recommendations for Committee consideration. 11. The neXt meeting of the Committee will be held at the call of the Vice.
