2, The Committee approved a memorandum for the Secretariat, State-
Defense Military Information Control Committees, recommending the'release
of recently produced NIS elements on the USSR and its satellites to the
International. Staff of SHAPE. Sixteen elements were reoomzrmanded for re-
lease on a "Table" basis (all Staff Officers).
3. The'Vice-Chairman requested the members of the Committee to state
their requirements for additional unbound copies of the Special NIS. The
State, Army, and Air Force members stated that they require no ,additional
copies, and the Navy member asked that he be furnished with six extra copies,

5. The Vice.Chairman distributed copies of NIS PYiemorandum No. 15,
and copies of an 17IS Memorandum to recipients of the 1IS, dated 28 February
19500 both of which related to the classification of the NIS. He stated
that the many requests received for interpretation of these memoranda
indicated a need for issuance of revised instructions to clear up the con-
fusion that now seems to exist with respect to I''IS classification require-
ments. Following a brief discussion, the Vice..Chairman requested the
members to study the entire matter and make recommendations for such
changes as they deemed necessary. The subject will be reopened for
discussion at a later meeting.
6. The Vice-Chairman'distributed copies of the proposed NIS production
schedule for FY 1953, which provides for the production of 516 sections. He
pointed out that a very heavy production schedule for the last half of
FY 1952 had become effective on 1 January 1952, and that present indications
were that the contributors would default on a considerable number of these
NIS elements. A large carry-over of NIS sections from the F! 1952 schedule
will, therefore, probably have to be rescheduled for production in FY 1953.
The question of whether it would be advisable to defer action on the
FY,1953 schedule until such time as the amount of carry-over could be de-
termined was considered. It was the consensus of the Committee that it is
necessary to. get information to the contributors at this time regarding
new production contemplated for FY 1953, since many of them must start
making preparations now for production on new elements and new areas.
Following a brief discussion the Committee approved the FY 1953 Production
Schedule tentatively, subject to minor corrections. It was also agreed that
the Committee would again review the schedule just prior to the start of
FY 1953, with a view to making such adjustments as may be necessary to pro-
vide definite submission dates for unfulfilled FY 1952 commitments.
7. The Committee examined a chart showing the status of NIS production
on all NIS areas,'and discussed the possibility of completing production on
certain areas that are now substantially complete. Consideration was then
given to producing Chapter I (Brief) for one of these areas. It was agreed
that all members would ascertain the views of their respective agencies with
respect to the area considered must suitable for production of a Chapter I.
and the matter will then be reopened for discussion.
8. The Vice-Chairman urged the members to exert every effort to main-
tain production schedules for February. The Arn{r member stated that his
agency will produce two sections from Chapter VIII on NIS areas 15 (Switser=-
land) and 27 (Turkey). The State member advised that it appears his agency
will be able to make up the January defections, The Air Force member stated
that his agency will produce two sections, and the Navy member said that his
agency will produce seven sections.
