? 2. The Chairman reported that the revised STANDARD INSTRUCTIONS would
probably be published about the end of October and distributed shortly thereafter.
The Instructions .will be in the regular NIS format and will have section separators
to facilitate ready reference.
3. In compliance with a request made at the last meeting, the members
submitted comments and changes to the list of contributors' statements to appear
in the published NIS. A new list reflecting these changes will be prepared for
the next meeting for committee approval.
4. In respect to the release of certain NIS to the international staff of
SHAPE, the Army member stated that G-2 was preparing a memorandum to the NIS
Committee which would provide a continuing procedure for determining the
releasibility of future NIS sections concerned with this requirement (refer to
paragraph 6, NIS Committee Meeting No. 111).
The Chairmen agreed to issue the necessary instructions upon receipt
of this memorandum, and to prepare a list of NIS sections on which statements
of releasibility would be required. He further indicated that these statements
should reflect the departmental opinion rather than the individual contributor's
opinion.
5. The State member said he had investigated the feasibility of OIR
producing the contributions to Sections 64 on Denmark and Spain which would
normally be prepared by Army 'and Navy, and found that OIR did not have qualified
personnel for this purpose. The Army and Navy members were therefore asked to
do what they could to produce these contributions with a minimum of delay so as
not to hold up these Sections 64 longer than necessary,

7. The Army member said that production on Subsections 721) and 72E (an ArMV
responsibility) had been delayed because the contributor had not been informed
of the deadline date. While G-2 had been notified of the scheduled deadlines,
the contributing office had not been informed. It would therefore be helpful
if the Section Coordinator (OSI) follow the normal procedure of notifying the
Individual contributors directly concerning production deadlines.
8. The Army member called attention to several minor errors appearing in
the monthly reports for July and August 1951 respecting production reqeirementa,
lie aIeo requested that the detailed monthly eualitative report be incorporated
into the monthly report rather than being issued separateI70
9. The Chairman requested the Service members to explore informally' with
their agencies ways and means of ensuring more consistent fiscal and personnel
levels of support for NIS work within the Armed Force Agencies. Since the NIS
requires e balanced production effort by a number of agencies, it would appear
that a centralized fiscal support by CIA with related Ti'sehiCh would not be -
subject to various departmental reductions, would provide stability of staffs
which does not presently exist. For example, the recent 5 per cent personnel
cut in the Department of Defense will reduce the NIS staffs even though their
production requirements remain unchanged. The resulting reduction in production
by the Armed Force Agencies in time will affect Stateso production, which relies
on contributions from the Army, Navy and lir Foxes. Houaver, State receives
fiscal support from CIA and is able to maintain'steady production capabilities.
This unevenese of capabilities among the various contributing agencies is a
disrupting factor which constantly unbalaepes production and militates against
a systematic development of the NIS Program as a Whole.

10. The next meeting of the NIS Committee will be held at 1000 hours
