The State and Navy ported that their agencies had approved the release of their intelligIM ta. NIS on the USSR the Sateli countries, and the Middle East subject to SAC policie and to screening by the originating office. This approval extends to material classified and below. The Army and Air Force members informed the ohai that their agencies' viaeve on this matter would be indicated short]y. 3. The Air Fore* member said he was not yet prepared to report fully on the extent to which the Target Division might assist the Engineer Strategic Intelligence Division in the development of lay strategic city plans and aerial mosaics. (Refer to paragraph 2 of NIS Committee seting No. 109). It appears that additional support could be given to ESID providing the lists of key strategic cities were made available to the Target Division as far in advance as possibis, and the des of the Air Targets Program and the NIS Sections 25 were more closely related. A discussion of Chapter VI (Economi.c) production matters disclosed that the present procedures were generally effective. This problem is being largely overcome through more balamed production relationships between the various contributors. State has reaelmd agreement with other contributors of Chapter VI for them to hold subsections on a mart basis until they are called for by State,, to ensure reasonable uniformity of cut-off dates. State is carrying out its responsibility to apply necessary economic evaluations to the contributions received frm other agencies without further reference to them. The Coamittee decided to include the present outline guide for Supplement II (Air Facilities) in the "Standard Instructions" even though Supplement It requirements are met in almost all eases by Section 83 (Air Force), or Section 37 (Civil Air). In two instances it has been found necessary to publish Supplement II. 6. Relative to the release of certain NIS to the international staff of SHAPE, the IAO agreed that G-2, using a :IC Committee,, will suggest u tieh sections should be released to SHAPE and will. check this recommendation with State and A26?2 will then transmit the material to mm where it will receive a- classification. It was understood by the IAC that the system covered TOP SECRET as well as other material and that it would continue to apply to additional sections as they are published. 7. The Contittee agreed to defer production of Section eelli.gence and Security) on Korea in view of request by the contributor that no suitable intelligence is available at the present tine. It is the understanding of the Coamittee.that this section will be produced upon receipt of the necessary information. 8. The Army member requested the Committee's views respecting a proposal by the Chapter II coordinator to improve the quality of Chapter II material by having preliminary drafts sent to the field for checking before preparing the final drafts for CIA. In discussion of this matter, the Committee agreed thatt $. To withhold contributions until a field check had been made would materially reduce Chapter II production since Army is operating under a very tight schedule. k. In matey cases the comments by We would not change the drafts materially since there would be a wide disparity in the capabilities and 'knowledge of We respecting their areas; some could improve the drafts considerably, others would not have available sufficient new material to warrant the time delay involved. Lot procedure being used generally by other agencies is perhaps the bent compromise solution; that is, to send out to the field copies of the final drafts at the same time they are sent to CIA. In sons instances there would be time for field cants of major significance to be incorporated into the final drafts while they are still being processed in CIA. The Ara r member distributed a proposed list of key strategic cities for Section 25 as Graeae and requested the other members to inform the Chapter II Coordinator by 3 August of their representatives and suitable meeting date for discussion of the list.
