Dear Bill,
Here is what we are planning to do.
By a recent exchange of notices you no doubt have noted that we wont
be able to get the procurement program underway until early May as I seeit.
25X1A9a In chatting with- this appears to be much to.-short a time to develop
specifications, sent out the bids, review manufacturers proposals, and"commits
same to a contract by 30 June before the money expires,
This note is too simply advise you of the problem as it is tentatively
beginning to shppe up from where we sit. The problem as you have guessed is
fiscal year expixiAg on 30 June and with the first allotment of funds we have
for the program. You may thus want to discuss this further with the others
concerned in order to be ready for a course of aft-ton to save the money for
other useful purposes.

1. As soon as the list of materials is received, I will hustle
(on crutches, of cnr.rse) to where we will amkeE make a complete
analysis of the situation. T! in hopes that we can spend some of
the money before the fiscal year ends but we will have to wait to
see what they have decided on before we can finalyze the program.
2. Based on the decisions reached as a result of the above
advise advise you folks of just what we can commit to c ontract, utilyzing

left is banng away at him to get it obligated before 30 June. This, he
says, will have a definite bearing and a material effect dui processing our
requirements. Nevertheless, we will hold off further comment until we have
the list at hand-and evaluated from a standpoint of time necessary to obligate
our money. This information is sent to you for planning purposes but again,
it looks pretty bleak at thisktime that we will be able to consumate the deal
and use present money. You will hear from us after the steps tom[ referred
to above have been completed.
25X1A9a - was here for only a short time and it was good to see him. I
only wished he could have stayed longer to meet some of the people here but
his schedule did not allow for such. His interest as you know was in airplanes

and he was kept very busy at this.
I am back on the job and feeling fine for the first time in over tee years.
I have my foot in a cast and am getting around on crutches fairly well. The
operation was a complete success, according to the doctor, although I still
have another twomonths ahead of me on crutches and a foot cast. The lengthy
time in my case is occassioned.by a bone graft they had to do in removing the
diseased bone(portion, that is)from the footsand they must be absolutely
certain that the graft has healed and growing with the rest of the bone before
placing Hull -wei ght on the foot. But there is no pain to the foot now and that
is good sign .according to the dots; we have only the recovery period to complete
before I will be back to normal and able to run a footrace with any others at
my age,
If you have any furbber thoughts on the building program that you think
I should act on, please feel free to bring them to my attention.
I do hope you are well and that you enjoyed the Cherry Blossoms which I
understand were especially beauthffil this :rear.
