1. As requested, there are enclosed eketchesof a proposed fl.o _ar
plan for t!e new building submitted for your consideration.,
recommend the It stor r building for the following reasons

2. hay be easily enlarged if more "cam is desired.
3. Will, be cheaper to build.
4. Fits better with other government buildings in the ae ~ea.
5. Will he less noticeable and therefore better `rom sec i ity
6. Will not require elevators, which arc a continuous maim

This type building has been found most satisfactory ::
America. The Pentagon with 5 floors and no elevator,
been most satisfactory, Several buildings of this
are under construction in Washington.
2. The type of exterior as proposed by your architects ,rill
handsome appearance to the buildings and I would suggest little chaznwe except
possibly in windows. The large plate glass windows, beside high cos,
it more difficult to heat the building. Also, durim clear s rimer
the "glare" or bright light might be undesirable.
3. My most urgent recommendation is that an arahiteeatua
company be employed as soon an possible to prepare the detail plans
specifications and estimate the amount of material required. It is
desirable that a company be employed who has had experience In the con-
struction of large building
t. You will note in tai sketohss that most partitions are not
shown. It will probably be better to wait until more study has been
made on your future before deciding on the partition plan.
