fit interests of KUBAR[. It is not wed for the purpose of promoting gene-
ral social activities except where these are directly related to the primary
sbjeotirs. It is expected that all ssygl+q+ses, isslutiag Chiefs of Station ml

requirements, but, with a few notable exceptions, they are not of a continuing

functions which dQ require additional servants, the Base chief may employ a
caterer or a part-tim servant, subject to the normal review and approval with
respect to the necessity and ressooablAmess of cost. In those exceptionaa
cases where a Base Chief does, in fact, have continuing and significant require-
ments for representational entertaira^tnt, a request for an exception to the
general policy my be submitted to the m/P through the chief of station and

tion.
. our review of the audit aoorprtions has led to the oaoOTansion that there
may be a few other instances where Base Chiefs have wed extra servants under
the representational allowances. These are probably due to the fact a Base
Chief's representation letter neither anthorises nor prohibits the employment
of servants, and indiy'!/aral interpr'etatioss of the representational function
have includod the need for servants. It is also possible that the Base Chiefs
way have acted on the advice of others who were prerAmbly in a better position
to interpret the intent of the auuthority. In any event, we believe it is
necessary to clarify the policy and thereby avoid situations which could require
