During the past few months the Finn a Divisisa and the Audit Staff have filed a nu> her of exceptions concerning servants employed by Base Chiefs. The purpose of this aa~orand:a is to review MELUM policy in this regard, and to clarify any confusion which may exist. 2. A representation allowance, is granted for the sole purpose of enhanc- 25X1A2G ing the prestige and furthering the pasrral interests of and the speci25X1A2D1 fit interests of KUBAR[. It is not wed for the purpose of promoting gene- ral social activities except where these are directly related to the primary sbjeotirs. It is expected that all ssygl+q+ses, isslutiag Chiefs of Station ml Base, will pay from their personal fads the salary and other costs associated with household servants smgtlowed for the seal living and entertaiarnt which is a part of the normal social pattern affecting other PDPRDS egplop-ees in the 25X1 C4A same general II situation. An exception will normally be granted to a Chief of Station, because experience has shown that he will have s thstantial enter- tainment requirements which are attributable to his position as senior MUM 25X1 C4 representative, asl his overall relationship to officials of the host country and the diplomatic community. For specific representational functions which dQ require additional servants, the Base chief may employ a caterer or a part-tim servant, subject to the normal review and approval with respect to the necessity and ressooablAmess of cost. In those exceptionaa cases where a Base Chief does, in fact, have continuing and significant require- ments for representational entertaira^tnt, a request for an exception to the general policy my be submitted to the m/P through the chief of station and the Chief, Division. such recasts mast provide detailed justifica- tion. . our review of the audit aoorprtions has led to the oaoOTansion that there may be a few other instances where Base Chiefs have wed extra servants under the representational allowances. These are probably due to the fact a Base Chief's representation letter neither anthorises nor prohibits the employment of servants, and indiy'!/aral interpr'etatioss of the representational function have includod the need for servants. It is also possible that the Base Chiefs way have acted on the advice of others who were prerAmbly in a better position to interpret the intent of the auuthority.
