mation. I think you ought to look into this
matter from the standpoint of why all of
these checks were cashed and whether or
not it was consistent with regulations.
Also, I am somewhat puzzled by the infer-
ence drawn in paragraph 2(c) (IN 20546)
that checks were easier to cash during the
lunch period than at any other time.
