and all amendments thereto, are hereby rescinded and the following in struc-
tions are substituted therefor:
2. :utho ty. The Strategic :services Unit is an organizational unit
of the Of'f'ice of the Assistant secretary of 1:ar (Reference: pxecutivo
Order of the President of the United 5tuti)s, 20 September 1945) a-~,d
supplies and equipment shall be issued to this agency in the same manner
as issues are made to other agencies of the War Department.
3. Procurement
a. The Director, Strategic Services Unit, is authorized to procure
specialized supplies within the limits of appropriated funds made available
to the Strategic Services Unit at the time of procurement, providing such
supplies or equipment are not available from the stocks of the Technical
,Services of the war Department and/or he has deemed it administratively
impractidal to obtain such items through War Department supply ch:i.nnels, In
such cases the Director, Strategic Services 'nit, or his authorizt..d repre-
sentative, will bo guided by existing uvar Department Procurement Flegulations.

b. Overseas missions of the Strategic Services ~rit, whose
locution is not within the boundaries of any existing theater or whose
location is.inconvenient to or cannot for security reasons be revealed,
are authorized to procure such supplies, equipuent, or services as are
necessary for the completion of its mission and are approved by the
Director, Strategic Services Unit prior tds establishing an obligation
therefor.
4.
Within the Zone of Interior.
(1) Issue of standard items of equipment available
from the Army Air Forces and the Technical cervices, will be effected
by appropriate requisition in the manner prescribed by the Technical
Service concerned. Programming of future requirements will not be
necessary except in such instances where, by agreement between the
Strategic Services Units and the Technical Serviceconceriied, pro-
gramming will be requested with respect to certain classes of equip-
ment. Otherwise, supplies, equipment, or services will be furnished
upon proper requisitions when available.
(2) Supplies and gquipment issued as described in
4a(l) above will be accounted for in acoordauce with existing 1at-er
Department procedure.
Supply Procedures
b. Overseas
(1) Commanding Generals of existing Theaters of Opera-
tioa are authorized to issue or furnish all classes of supplies,
equipment, or services which are required by any Strategic Services
Unit mission within the boundaries of their commands upon proper re-
quisition signed by the Chief of Mission, Strategic Services Unit.
(2) Operational supplies which are required by a Stra-
tegic Services Unit mission for the performance of its functions will.
be furnished an reimbursement therefor will. be obtained from the
strategic ..ervices Unit, Lll other classes of materials or services
shall be furnished without reimbursement.
(a) Supplies and equipment issued to a Strategic .er-
vices Unit will be replenished upon proper requisition by the Theater
Commaud::r through existing channels when replenishment is necessary
or desirable, in which case reference to the original procurement
document submitted by the, Strategic Services Unit overseas mission
must be made.

5. In all instances of requisitioning by a Strategic Services
Unit within the zone of interior or within a Theater of Operation,
this letter will be considered as the basic authority for such issue
and no other, authority shall be requested or required.
