-~-? Approved For Rele'e 2001/03/06 CIA-RDP78-0579'000400040004-5 30 September 1969 MEMORANDUM FOR: Director of Training SUBJECT : Course Report, Project USEFUL, 22-26 September 1969 SUMMARY 1. This, the 15th, presentation of Project USEFUL was a success. All of the 43 Military officers felt that the program achieved its objective and was of value to them. The senior State Department officer who audited the program was most appreciative of the opportunity. He felt that it will help him plan the intelligence course for Foreign Service Officers that he is developing with our cooperation. 2. The critiques reflect a general appreciation of the scope and quality of the presentations. Although the participants' reactions to the presentations varied with the particular interests of the officer commenting, the talks considered of greatest value by most were those which noted concrete instances of CIA action, or addressed themselves to activities in which CIA and DOD cooperate. Thus, while most of the talks in the DDI block were noted as of value and interest by those who were not informed in this field, or had a particular interest, the DDP, DDS, and DDS&T presentations were frequently noted as of greatest value, as were the talk on war and contingency planning and the panel on CIA/ Military relationships at unified commands. There was a general appre- ciation of the frankness shown by speakers commenting on relationships. Colonel White's talk was noted by many as most valuable. 3. The administrative, support, and security arrangements were all handled efficiently. The Executive Assistant accepted full responsibility for a list of these needs given him in advance. LTC Bert Baker, the JCS/SACSA officer responsible for Project USEFUL, cooperated fully and effectively. An Administrative Annex is attached. 4. The most significant recommendation made by the participants (made by 10 professional intelligence officers in the group) was that there be two USEFUL Programs - one for intelligence professionals and one for other officers working with CIA. 5. A copy of the USEFUL Program and the critiques are attached. The details follow. The participants included 20 Lieutenant Colonels, 6 Colonels, 5 Captains (USN), 5 Commanders, 3 Lieutenant Commanders, 3 Majors, and 1 Lieutenant (USN). The latter four were all Focal Point Officers (officers designated specifically to work with CIA). The professional interests of the participants were diverse, ranging from those concerned with intelli- gence and with unconventional warfare activities to a few interested in matters more distantly related to operational concerns (Human Resources/ DIA, faculty member/National War College, and faculty member/ICAF). CRITIQUES 7. The critiques show that 26 of the participants felt that the program served to maintain and improve CIA-DOD cooperation (the objective) to an "exceptional" degree and 17 to a "moderate" degree. Twenty-six considered the program of "considerable" value in their present or pro- jected assignment, while 8 thought it of "extraordinary" value, with the rest noting "moderate" or "slight". 8. Reactions to the series of DDI presentations varied from great interest on the part of those who were not intelligence officers of long experience working with CIA to comments from the experienced that these were too basic for them. Many suggested that more time be allowed for questions and discussion. Other comments of significance appear under RECOMMENDATIONS, below. SPEAKERS 9. The speakers were contacted well in advance of their scheduled talks and confirmed shortly before the date. Although there were four last minute changes, all appeared and spoke as scheduled. All talks, beginning Monday afternoon (22 September) through the Friday (26 September) afternoon panel, were taped. PARTICIPANT RECOMMENDATIONS 10. Participants recommended, in addition to the suggestion noted in paragraph 4. above, that: A. The introductory period (administration, introductory remarks, and coffee), from 0830 through 1020 on the first day, be cut to half an hour, with the program starting off at 0900; C.
